About this file

This Request for Proposal (RFP 2026-0009-181) is issued by the City of Cedar Park, Texas for an indefinite deliverable/indefinite quantity (IDIQ) purchasing agreement for solar powered roadway luminaires, support structures, and control systems. The procurement is for equipment purchase only, with installation to be completed separately. Proposers must submit responses electronically through Texas BidNet Direct or via hard copy delivery to the City of Cedar Park Finance Department by September 29, 2026 at 2:00 PM Central Time. The question deadline is September 15, 2026 at 5:00 PM. The City anticipates a tentative award date in November 2026. The contract term shall be for one year beginning upon execution, with automatic renewal for up to four additional one-year periods. The procurement encompasses luminaires with specified LED efficacy and color temperature options, photovoltaic panels in multiple mounting configurations, energy storage systems with minimum seven-day autonomy, support structures meeting AASHTO standards, and smart controls either integrated with the City's existing Dimonoff SCMS system or provided as a proposer-furnished mesh network system. The City estimates approximately 200 solar powered luminaire systems will be purchased over the seven-year period, though this quantity is not guaranteed and subject to change based on City needs.

Proposals will be evaluated on proposer experience and references (10%), product features and specifications (40%), and price (50%). All unit prices must include shipping, freight, handling, and any applicable customs fees or tariffs. Agreement prices shall remain firm for the first twenty-four months, with potential annual price increases thereafter limited to the lesser of the Consumer Price Index or 5%, not to exceed 25% of the original unit price over the contract term. The procurement is conditioned on the City receiving federal grant funding from the United States Department of Transportation through Williamson County's Safe Streets and Roads for All grant program. Contractors must comply with all applicable federal requirements associated with these grant funds, including 2 CFR Part 200 and 2 CFR Part 1201. The City is tax exempt and will provide a tax exemption certificate. Successful proposers must provide a non-prorated seven-year warranty on all system components and maintain Commercial General Liability insurance with minimum limits of $1,000,000. Proposers must also provide performance and payment bonds as required under Texas Government Code Chapter 252 for contracts exceeding specified thresholds.
