The RFP solicits a single contractor to provide individualized family navigation, evidence-based parenting classes, family engagement events, skill-building workshops, and leadership development opportunities to families involved with the Clackamas County Juvenile Department in a trauma-informed manner. The program will fund one full-time equivalent (FTE) position, though the service delivery model may include multiple staff members as long as the total does not exceed 1 FTE. The contract term runs from the effective date through June 30, 2031, representing a five-year engagement period with no identified renewal options.
The estimated total project budget is $672,000 over the five-year contract period, with pricing evaluated as a competitive, not-to-exceed selection factor. The HEART program is a pilot initiative transitioning to full implementation, with no incumbent contractor identified for this solicitation. No set-asides or restrictions on eligible respondent types have been identified. The selected contractor must demonstrate expertise in parent and guardian engagement with a focus on trauma-informed practices and individualized family support. Evaluation will be conducted on a 100-point scale comprising service delivery (40 points), demonstrated ability to provide services (15 points), staff descriptions and qualifications (15 points), and responsivity to individualized needs (30 points). The contractor must maintain comprehensive insurance coverage, including commercial general liability of $1,000,000 per occurrence and professional liability insurance of $1,000,000 per occurrence, along with an abuse and molestation endorsement. Monthly performance reporting will be required on demographics, service hours, retention, protective factors, education engagement, and family satisfaction metrics.
