About this file

This is a sample Letter of Intent attachment to RFP 13283 issued by the County of San Diego, Behavioral Health Services, for the SchooLink School-Based Skill Building Services procurement. The RFP seeks proposals from qualified firms to provide on-site social-emotional skill building services to Medi-Cal eligible or uninsured middle school students in grades 4-8 within regional SELPA areas. The County intends to award up to five regional contracts with an anticipated initial base period of one year and four optional one-year renewal periods. As part of the submission requirements, offerors must obtain Letters of Intent from school districts demonstrating their commitment to partner with the awarded provider. The letter template authorizes offerors to present this document to school administrators identifying the specific schools where services would be delivered and confirming the district's intent to participate should the offeror be selected for the contract award.

The services include small-group interventions delivered on school campuses using evidence-based practices or community-defined practice curricula, caregiver support services, and ancillary supports such as limited individual client services or linkages to community and behavioral health resources. School districts may endorse multiple offerors for potential on-campus partnerships, and the formal partnership is contingent upon contract award and may require execution of a Memorandum of Understanding or Agreement between the district and the selected provider. No specific pricing, funding amounts, or set-aside provisions are detailed in this sample letter template, as it serves primarily as a demonstration tool for offerors to facilitate engagement with potential school district partners during the bidding process.
