About this file

This is a Contractor Submitted Linguistic and Cultural Diversity Plan template for RFSQ 13283 issued by the County of San Diego's Health and Human Services Agency (HHSA) for School-Based Skill Building Services. The County is seeking proposals from firms to provide these services, with plans to award up to five contracts—one for each lot—based on this RFP. The contract term consists of an initial base period of one year with four optional one-year renewal periods. The plan requires contractors to demonstrate their commitment to linguistic and cultural diversity across multiple dimensions, including workforce composition, subcontractor utilization, and supplier partnerships.

The linguistic and cultural diversity plan mandates contractors to submit a bar chart tracking total employee counts and employees speaking specified languages (Spanish, Arabic, Somali, Korean, Vietnamese, Mandarin Chinese, Tagalog, and Persian) across three historical data points (July 1 for 2018, 2019, and 2020) and year one of the contract. The sample data provided shows total employees ranging from 33 to 58 over the historical period with an estimated 52 for contract year one. Additionally, contractors must detail past and planned workforce diversity recruiting strategies, on-the-job training and apprenticeship utilization, and diversity and inclusion initiatives. For subcontractor and supplier utilization, contractors must identify and list disadvantaged business enterprises (DBE), emerging small businesses (ESB), minority business enterprises/women's business enterprises (MBE/WBE) used in the prior three years and provide a pie chart showing planned utilization percentages for year one. The sample submission indicates planned year one allocation of 5 percent DBE, zero percent ESB, 10 percent MBE/WBE, and 85 percent non-DBE/ESB/MBE/WBE subcontractors and suppliers.
