About this file
This is a Request for Proposals (RFP) issued by the Detroit Transportation Corporation (DTC), a quasi-public corporation responsible for operating the Detroit People Mover (DPM), a 2.9-mile single-lane elevated transit system in downtown Detroit. The RFP seeks a Transit Advertising Agency to solicit advertising for the DPM's assets, including four trains totaling eight rail cars, thirteen stations, and approximately 200 cement columns supporting the guideway. The proposal is due on Friday, September 23, 2025, with questions accepted until Friday, August 29, 2025. The contract term is five years, and the successful bidder will be responsible for maximizing advertising revenue across train wraps, station displays, and column sponsorships.
The RFP includes detailed requirements for advertising placement, installation, and revenue sharing, with the contractor responsible for obtaining necessary permits, maintaining insurance, and providing monthly financial reports to DTC. The evaluation will be based on a 100-point system considering the proposed compensation structure, firm experience, work plan, quality control program, and professional references. While specific pricing details are not provided, the contract emphasizes maximizing revenue generation and requires the contractor to provide a monthly statement detailing gross billings, accounts receivable, and advertising contracts. The solicitation is funded in part by the Federal Transit Administration, with a 5% Disadvantaged Business Enterprise participation goal.
