About this file

This is a Scope of Services document for RFP 26-0251 issued by the City of Fort Worth Purchasing Division, seeking qualified vendors to supply parts and materials for irrigation and grounds maintenance for the Park and Recreation and Aviation Departments on an as-needed basis. The RFP consolidates multiple existing agreements into a single bid to streamline administration and establish multiple contracts with vendors demonstrating technical expertise, reliability, and competitive pricing. The scope encompasses three primary categories: plants, seed, and sod installation; organic matter, inorganics/minerals, and soil conditioners; and golf specialty sod and inorganics/minerals. Proposers must meet minimum qualifications of three years in grounds maintenance and irrigation parts and materials provision, with preference given to vendors offering multiple categories and experience supporting municipal governments, parks systems, golf courses, or large-scale operations. All awarded vendors must maintain required licenses, permits, and certifications throughout the contract term.

The anticipated annual spend across all categories and vendors is estimated at $2,700,000.00. Pricing submissions must include delivery fees structured by vehicle type (flatbed trucks, 10 cubic yard trucks, and 20 cubic yard trucks) across distance categories (0–10 miles, 11–20 miles, 21–35 miles, and 36–50 miles), with fuel surcharge calculations permitted based on Department of Energy diesel averages using a base price of $1.25 at 6.5 miles per gallon, adjusted weekly if necessary. Products must comply with applicable standards including ANSI Z60.1 for plants, Texas Seed Law for seeds, and USGA certifications for golf course materials. Installation services for sod require field operations supervisor approval, with vendor responsibility for replacement of defective plants within 48 hours and remediation of weeds within 30 days at no cost to the City.
