Summary
This is a Scope of Services document for RFP 26-0250 issued by the City of Fort Worth Purchasing Division for Irrigation and Grounds Maintenance Services and Repairs. The City of Fort Worth's Park and Recreation and Aviation Departments seek qualified vendors to provide maintenance services and repairs for irrigation systems, ponds, aerators, fountains, wet wells, and backflow preventors on an as-needed basis. The scope encompasses three primary service categories: mechanical irrigation systems including wet wells, pumps, and motors; pond services including fountain and aeration systems; and related maintenance activities. Vendors must demonstrate a minimum of three years of experience in each category they propose to bid on. Preferred qualifications include the ability to provide services across multiple categories and experience supporting municipal governments, parks systems, golf courses, or large-scale grounds maintenance operations. The City anticipates an annual spend of approximately $800,000 across all categories and vendors. Service requirements mandate that vendors provide scheduled service dates within three days of request and deploy technicians for emergency services within forty-eight hours. The proposal must include an equipment list, at least three similar projects completed within the past ten years, and reference letters from two or more clients.
Pricing shall be submitted exclusively through Bid Table BT-39OZ with labor rates quoted per technician per hour; no separate trip fees, truck fees, or fuel surcharges outside the bid table will be reimbursed. The City has established a 30% Small Business participation goal with vendors required to submit Small Business Utilization Forms and current certifications. Proposals are evaluated on a best-value basis with points awarded for Small Business utilization (up to 20 points), technical experience and qualifications (25 points), service capabilities (25 points), references (15 points), and cost (15 points); proposals scoring below 50% on non-price factors will not be considered. Workmanship warranties require a minimum of ninety days for repairs and one year for installations, with all manufacturer warranties provided to the City. The City reserves the right to request Best and Final Offers and conduct negotiations with qualified proposers, and all awarded vendors must maintain current licenses, permits, and certifications required to perform the services.
