The project requires the design, facilitation, and evaluation of simulation-based exercises with tabletop components focused on coordinating crisis response among 988 Call Centers, dispatch centers, law enforcement, emergency medical services, hospitals, and state-contracted behavioral health centers. The scope encompasses up to three locations with potential negotiation for four additional locations. Key deliverables include simulation programming and scenario design, regional exercise execution featuring high-fidelity manikins and role-play methodologies, professionally written After Action Reports identifying systemic strengths and friction points, and development of standardized local protocols including workflow charts, decision trees, Standard Operating Procedures, and Memoranda of Understanding. The proposal submission deadline is September 25, 2026, at 2:00 p.m. Mountain Time through the Public Purchase online bidding system, with a question submission deadline of August 28, 2026. The tentative work commencement date is December 2026, with contract award anticipated for October 2026. The contract period may be extended up to three years total with mutual approval.

Pricing must be submitted as an all-inclusive project cost broken down by deliverable, with payment schedules tied to completion and Agency acceptance of specific deliverables rather than time-and-materials or flat hourly rates. The State will negotiate payment terms based on a schedule determined by the proposer and the Agency. Qualified proposers must demonstrate extensive experience leading system-level interprofessional behavioral health crisis simulations, proven history working with state agencies on complex community emergency exercises with references, comprehensive experience with statewide qualitative and quantitative data collection, in-house technical expertise for secure digital platforms, and proficiency with high-fidelity manikin simulation capabilities. Proposals will be evaluated on a 850-point scale encompassing cover page and table of contents (50 points), proposer background and experience (100 points), staffing and project organization (100 points), project work plan (200 points), budget justification narrative (200 points), value added (100 points), and cost analysis (100 points). The State reserves the right to reject any or all proposals, waive technical defects, and award in whole or in part as deemed in the State's best interest.

SECTION 5: ADMINISTRATIVE BACKGROUND

1. INTRODUCTION AND BACKGROUND:

1.1. Wyoming’s rural and frontier communities face unique and significant challenges to the delivery of behavioral health crisis services. While the state has made critical investments in the crisis care continuum, including implementing the 988 Suicide & Crisis Lifeline and regionalizing state-contracted behavioral health centers (BHCs), the seamless coordination of these services during a real-time crisis remains complex. An effective response requires the immediate, synchronized effort of 988 Call Centers, 911 dispatch, emergency medical services (EMS), law enforcement, local hospital emergency departments, and local crisis services from BHCs. To ensure the safety of individuals in distress and the responders assisting them, it is imperative that local crisis response protocols are practiced in a controlled, realistic environment.

1.2. Currently, when a behavioral health crisis occurs in a Wyoming community, the multi-agency response can be fragmented. Community first responders and healthcare providers often operate under different communication protocols and standard operating procedures (SOPs). This fragmentation can lead to delayed intervention. This project aims to identify strengths and areas for improvement between 988 Call Centers, clinical behavioral health providers, and traditional emergency response partners under simulated stress.

1.3. This project aligns directly with the Substance Abuse and Mental Health Services Administration (SAMHSA) National Guidelines for Behavioral Health Crisis Care and supports the state’s ongoing behavioral health system redesign. By identifying friction points in our current system, the outcomes of this exercise can inform system improvements for state-contracted Behavioral Health Centers (BHCs) and improved coordination of existing community resources and first responders.

2. PURPOSE AND INTENT:

2.1. The purpose of this Request for Proposal (RFP) is to solicit competitive proposals from qualified contractors to design, facilitate, and evaluate behavioral health crisis care coordination exercises in select Wyoming communities. The insights gathered from these exercises will serve as the foundation for developing local, community-based response protocols.

2.2. To meet the Agency’s needs, the selected contractor will be responsible for three primary phases per location for up to three locations, with the possibility of negotiations for an additional four locations:

2.2.1. Exercise Execution Design and facilitate a comprehensive, two-part exercise consisting of:

2.2.1.1. A half-day, real-world functional simulation executed at a designated community location to be negotiated between the Proposer, the Agency, and the participating community.

2.2.1.2. A half-day, discussion-based tabletop exercise and structured debrief involving all participating agencies.

2.3. Evaluation and Reporting: Deliver a professionally written After Action Report (AAR) detailing actionable strengths and identified friction points. This report will evaluate crisis care coordination among 988 Call Centers, dispatch, law enforcement, EMS, hospitals, state-contracted Behavioral Health Centers (BHCs), and other key mobile crisis partners.

2.4. Policy Development and Consensus Facilitate up to two follow-up workshops with community partners in each community to translate the AAR findings into standardized local

RFP 0039-N, Page 12 of 24 protocols. The contractor must deliver professionally written, designed, and Agency-approved work products, including:

2.4.1. Workflow charts and decision trees;

2.4.2. Written policies and Standard Operating Procedures (SOPs); and

2.4.3. A comprehensive Memorandum of Understanding (MOU) ready for signature by all key community partners.

3. STAKEHOLDERS:

3.1. The successful execution of this exercise will provide direct value and actionable insights to a broad coalition of stakeholders across the Wyoming crisis care continuum:

3.1.1. 988 Call Centers: Will receive formalized connections and protocols with Community First Responders and mobile crisis providers to help close gaps in the crisis continuum and ensure appropriate referrals to ongoing services following a 988 contact.

3.1.2. State Health and Emergency Management Agencies: Will receive an objective, professionally evaluated AAR to validate current operational protocols, identify critical gaps in the state's crisis response framework, and guide future policy and grant funding decisions.

3.1.3. State-Contracted Behavioral Health Centers (BHCs): Will benefit from testing their deployment models and mobile crisis capabilities in a safe, simulated environment, leading to improved role clarity and stronger relationships with local emergency responders.

3.1.4. Community First Responders (EMS, Dispatch, and Law Enforcement): Will gain a better understanding of how to activate and coordinate with 988 Call Centers and state-contracted BHCs, resulting in safer, more efficient patient handoffs and reduced strain on law enforcement time.

3.1.5. Local Hospitals and Emergency Departments: Will benefit from the development of improved pre-hospital diversion strategies and enhanced coordination for psychiatric stabilization, ultimately reducing the burden of psychiatric boarding in rural emergency departments.

3.1.6. Local Community Organizations and Advocacy Groups: Will develop enhanced, sustainable partnerships and clearer referral pathways, building a more cohesive and resilient local support network that can be maintained long after the exercises finalize.

3.1.7. Mobile Crisis Providers: Will be connected to local providers to ensure appropriate dispatch, support during in-person response, and post-connection resources for ongoing services for service utilizers.

3.1.8. Wyoming Residents: Will receive faster, safer, coordinated care when experiencing a behavioral health crisis.

2.1.1.1. Proposer’s legal name, address, and contact information;

2.1.4. Proposer’s Background and Experience: The proposer should include a company summary, including the company history, location, office location(s), company size, financial statements (if applicable), and the statement of technical areas of expertise. In addition, resumes should explain the role and responsibility of each person participating in the project. The State expects that personnel associated with these resumes will be the personnel working on the project, should the proposer be awarded the contract.

2.1.6. References: Corporate references are required from three (3) prior clients. Each reference should depict relevant experience that can be brought to bear during the term of this RFP.

If contact with the referenced contact person or an alternative that has knowledge of the proposer is not made after reasonable attempts during the designated evaluation period, the reference will be classified as unsatisfactory. All attempts to contact a referenced client will be documented, including the date and time of the attempt.

2.1.6.3. The Agency reserves the right to contact other State of Wyoming agencies regarding engagements they may have had with the proposer’s company in the past, in addition to the references provided in the proposal.

2.1.7. Single Point of Contact: The proposer should identify a single point of contact for all contract management activities. The proposer’s Project Manager’s name and resume should be submitted with the proposal. The successful proposer should not change the Project Manager without written Agency approval.

2.1.8. Proposer’s Project Work Plan: The proposer should submit a work plan that meets the needs of the RFP and indicates a thorough understanding of the scope of work as outlined in Section 6. This narrative should supplement and match the total request in the proposal price sheet.

3. COST PROPOSAL FORMAT AND CONTENT:

3.1. Cost Proposal Price Sheets: Each applicable proposer should upload the Technical Proposal and the Cost Proposal Sheets as separate documents, and identify them as such, using the Public Purchase online bidding system.
