About this file

This is a Request for Information (RFI) issued by the State of Minnesota Office of State Procurement regarding gift card incentive services for State of Minnesota agencies and Cooperative Purchasing Venture (CPV) members. The RFI seeks vendor information on gift card products and services, including physical cards, electronic cards, or both, with specific focus on card delivery methods, denominations, cardholder activation and balance-checking capabilities, security features, lifecycle management, and reporting functionality. Vendors must submit responses via email to Rhiannon Fissehaye at Rhiannon.Fissehaye@state.mn.us with the subject line "MONETARY CORP REWARD CARDS RFI" by August 3, 2026, at 4:00 PM Central Time. The RFI explicitly states that no contract will result from responses and the State will not compensate vendors for information provided or costs incurred in preparing submissions. Responses will be treated as non-public information until completion of the subsequent RFP process.

The RFI requests detailed information on ordering processes, user account management with role-based permissions, minimum order quantities, processing and delivery timelines, expedited fulfillment options, system controls for high-value cards exceeding $100, custom branding capabilities, accessibility compliance including VPAT availability, fraud prevention features, and bulk discount pricing structures. The State reserves the right to contact responders for additional information and schedule follow-up meetings. This RFI precedes an anticipated RFP for award of one or more contracts, indicating the State's intent to establish a statewide gift card incentive program with multiple potential vendors.
