About this file

This is a Request for Information (RFI) Questions document containing market research inquiries from the Defense Logistics Agency (DLA) regarding advanced battery circularity and Extended Producer Responsibility (EPR) programs. The RFI, numbered SP4705-27-J3-RFI-001, is being conducted by DLA as the Department of Defense executive agent for hazardous waste disposal and combat logistics to assess the defense industrial base's capabilities in end-of-life battery recovery, reclamation, and critical mineral recycling.

The document is organized into two main parts targeting different industry segments. Part A addresses manufacturers and focuses on supply chain mapping challenges related to Executive Order 14415, compliance obstacles regarding battery sourcing from Foreign Entity of Concern (FEOC) sources, current EPR and take-back programs, collection and recycling infrastructure requirements, and impacts of EPA TSCA SNUR and BIS export control rules on EPR responsibilities. Part B targets manufacturers regarding material feedstock and inquires about batteries and components currently processed, logistics and safety requirements for battery returns, cost structures and reimbursement models, supply chain challenges addressable through EPR programs, and contracting mechanisms for federal battery return-to-producer programs. RFI #2 addresses processors and requests information on supply chain mapping capabilities, battery recycling processes and capacity expansion requirements, impacts of EPA SNUR and BIS export controls on operations, current processing volumes and permitted capacity, environmental and safety challenges, incentives for improving domestic recycling capacity, and partnerships with secondary producers. This is a pre-solicitation for planning and market research purposes only and does not constitute a promise to issue a future solicitation.

RFI #1 Part A: Manufacturers (Extended Producer Responsibility Focus)

· What challenges do you anticipate in mapping your supply chain to the level required by Executive Order 14415?

· What challenges do you foresee in complying with the prohibition of procuring advanced batteries and components from FEOC sources and how would increased circularity address these challenges?

· What percentage of your sales and operations occur within the United States versus international markets?

· What current extended‑producer responsibility (EPR) programs, financial take‑back or repair and overhaul programs does your company support for end‑of‑life lithium batteries?

· How effective are manufacturer‑led collection and recycling programs in capturing spent batteries from distributed locations (including federal facilities)?

· What primary and secondary infrastructure or investment would be required for manufacturers to assume greater responsibility for battery end‑of‑life management?

· How would EPA’s proposed TSCA SNUR and BIS export‑control rules affect your ability to manage EPR responsibilities?

· Would a federally coordinated advanced battery circularity program reduce risk, cost, or inefficiency for your organization?

· What obstacles prevent manufacturers from partnering directly with federal installations (e.g., DLA Depots, military bases) on battery disposition?

· What federal policy requires regulatory changes to improve producer-led recovery of battery materials?

Par B: Manufacturers Material Feedstock

· What batteries/components do you currently process?

· What logistics, packaging, or safety requirements must be met for batteries shipped back to your facilities?

· What cost structure or reimbursement model would be associated with producer‑managed returns?

· What material feedstocks are you currently experiencing supply chain challenges with that a EPR or take-back program would help solve?

· What contracting mechanisms or agreements with your company would enable a federal return‑to‑producer battery program?

RFI #2: Processors

· What challenges do you anticipate in mapping your supply chain to the level required by Executive Order 14415?

· What percentage of your sales and operations occur within the United States versus international markets?

· What processes does your company currently perform for battery recycling?

· What would be required to establish or expand battery‑recycling operations?

· How would EPA’s proposed SNUR impact your ability to operate?

· How would BIS export controls for black mass/tungsten affect near‑base recycling business models?

· What volumes of batteries do you currently process and how much are you permitted to?

· Are there specific safety or environmental challenges at current or proposed locations?

· What incentives, partnerships, or contracting mechanisms would help improve domestic recycling capacity?

· How do you assess the benefits or drawbacks of localized recycling versus shipping batteries to centralized processors?

· Do you have partnerships with secondary producers to process recycled material back in to the supply chain?
