About this file

This is a Sole Source Procurement Solicitation issued by the South Carolina Department of Natural Resources for Qiagen PCR and DNA/RNA extraction consumables. The procurement is for a one-year term running from July 24, 2026, through July 23, 2027. The agency requires Qiagen-branded DNA/RNA extraction kits, DNA/PCR clean-up kits, and PCR reagents to be ordered on an as-needed basis to maintain consistency in long-term genetic data sets and to operate the agency's existing Qiagen QIAcube HT automated DNA/RNA isolation system. The solicitation was issued on July 16, 2026, by Procurement Officer Andy Bowman, CPPB, and will be posted in the South Carolina Business Opportunities (SCBO) for a minimum of 5 to 10 business days as required by state code.

The procurement justifies sole source status on the grounds that Qiagen is the sole manufacturer and authorized provider of the consumables required for the agency's specific equipment and data continuity needs, and no other vendor is authorized to produce or distribute these products. Protests regarding the intended award must be submitted in writing to the Chief Procurement Officer at the Materials Management Office, with notice of intent to protest due within 5 business days of posting and the formal protest due within 15 business days. No specific contract value, pricing terms, or funding source information is detailed in the solicitation document.
