About this file

This Request for Information (RFI) from the Montana Office of Public Instruction seeks evidence-based mathematics improvement services from vendors to establish a Vendors Resource List for schools identified for Comprehensive School Improvement under the Elementary and Secondary Education Act. The RFI solicits vendor capabilities across six focus areas: Comprehensive Mathematics Needs Assessment, Mathematics System Design and Instructional Improvement, Professional Learning and Instructional Coaching, Student Engagement and Equitable Mathematics Instruction, Implementation Coaching and Continuous Improvement, and Sustainability and Capacity Building. Services may be delivered on-site, virtually, or in hybrid formats. The response deadline is September 17, 2026, at 2:00 PM MDT. No specific contract award will result from this RFI; instead, qualified vendors will be placed on a resource list that Montana schools may independently consult and contract with for mathematics improvement services. The scope encompasses educational materials, educational services, educational testing, and educational training services.

Vendor responses will be evaluated on a Pass/Fail basis across nine categories: evidence-based mathematics expertise, continuous school improvement experience, instructional coaching capacity, data analysis and continuous improvement, leadership development, cultural responsiveness, experience serving rural and frontier schools, organizational capacity, and required documentation demonstrating measurable improvements in mathematics achievement. Vendors must submit a Letter of Interest, an Eligibility Narrative (maximum twenty pages), and required documentation including student data privacy policies, sample mathematics improvement projects, and evidence of measurable outcomes. No specific pricing, contract value, contract term, or award date is specified in this RFI, as it is an information-gathering instrument rather than a competitive solicitation. Responses were sealed until closure, and vendor inquiries should be directed to Gwenette Ungerman at Gwenette.Ungerman2@mt.gov or the eMACS Help Desk at 406-444-2575.
