About this file

This is Amendment #2 to Request for Information (RFI) #31908-50001 issued by the Tennessee Department of Human Resources seeking partnerships with established organizations to develop and deliver a supervisor-focused leadership program. The program targets supervisors and managers overseeing programs and people across multiple Tennessee state agencies, with anticipated participation of 20-30 supervisors per cohort and 40-60 total participants annually. The program must be delivered in-person at a facility located in Middle Tennessee with one full day (6 hours) of instruction per month, lasting between three to six months. The RFI requires the contractor to demonstrate capacity to offer the program at least twice annually and include foundational and advanced supervisory skills throughout the entire program. The original RFI response deadline was August 18, 2026 at 10:00 a.m. Central Time, with the State providing written responses to questions and comments by August 28, 2026, and a revised response deadline of September 11, 2026 at 10:00 a.m., with final State responses expected no later than September 30, 2026. Responses should be submitted to Cherie L. Graves, Contract Manager, at DOHR.Contracts@tn.gov.

The State does not share a specific budget range at this time, with pricing based on comparison of existing programs and the proposed program layout from the vendor. All facilities and refreshments must be included in the contractor's price, and DOHR will retain responsibility for participant registration and the competitive statewide agency application process. The program emphasizes behavior change, application of learning in the workplace, and organizational impact as key evaluation indicators beyond participant satisfaction. Respondents must submit sample agendas, curriculum outlines, participant materials, and evaluation tools reflecting both existing comparable programs and conceptual examples developed specifically for the proposed supervisor pathway, along with three professional references for similar work completed within the last five years. The first cohort will be considered a pilot, with adjustments made for subsequent cohorts based on participant feedback and satisfaction surveys, with the State's data team compiling comprehensive reports comparing content, speakers, and overall program performance across multiple cohorts.
