About this file
This is a Request for Information (RFI) issued by the Washington Department of Enterprise Services in partnership with NASPO ValuePoint regarding the development of a Cooperative Purchasing Agreement for Commercial Card Services. The RFI seeks industry feedback on purchase cards, integrated cards, travel cards, declining balance cards, emergency cards, virtual cards, and electronic payables solutions. Responses must be submitted electronically to Jolene Haney, RFI Coordinator, at descommercialcard@des.wa.gov by end of business on July 24, 2026. The submission must include company name, company representative contact information, phone number, and email address. All responses should address eight major topic areas using the provided response boxes: card technology and functionality, reporting capabilities, implementation and onboarding, security and compliance requirements, merchant management and discount rates, rebates and incentives, insurance coverage, and additional industry insights.
This RFI is informal in nature and does not obligate the State of Washington to award a contract or reimburse responders for submission costs. Responses will not be formally evaluated but may be used for industry research and to inform future competitive solicitations. All submitted documents are considered public records subject to Washington's Public Records Act (RCW 42.56) and are not protected as confidential or proprietary information. Current portfolio information, including the 2019 RFP and previously awarded contract, is available on the Commercial Card Services webpage for responders' reference.
