About this file

This is a Request for Information (RFI) issued by the State of Alaska Department of Administration, Division of Motor Vehicles (DMV) seeking vendor information regarding automated compliance and data integration systems for the commercial driver's license (CDL) program. The RFI addresses two primary modernization efforts: full integration with the Federal Motor Carrier Safety Administration's (FMCSA) Drug and Alcohol Clearinghouse (DACH) to enable automated queries, notifications, and disqualification workflows; and compliance with National Registry of Certified Medical Examiners (NRII) requirements for automated receipt and processing of medical examiner certification data. Vendors may respond with solutions addressing any subset of the requested capabilities, including real-time data retrieval from DACH, automated ingestion of medical certification data from NRII, system logic automation for CDL disqualifications, integration with existing systems, driver and staff notification functionality, reporting and dashboard tools, data conversion and migration services, and hosting and maintenance services. Written responses must be submitted by August 20, 2026, at 2:00 p.m. AKST to doa.oppm.procurement@alaska.gov. No site visits, bidders' meetings, or award dates are specified in the RFI, as this is a market research solicitation that does not guarantee future work or obligate the state to conduct a subsequent solicitation.

Vendors must provide organization contact information, descriptions of existing capabilities, and responses in both Word and PDF formats. The RFI requests detailed information on relevant experience with FMCSA systems or similar state CDL compliance systems, specific product or service descriptions including technical approach and data security capabilities, a narrative describing how the solution supports DMV's needs, and general benchmark costs. This RFI does not extend rights to prospective vendors, does not obligate the state to award a contract, and all costs associated with responding are the sole responsibility of interested parties. Per Administrative Order 352, any person or business determined to support or participate in a boycott of the State of Israel will be disqualified, unless the business has fewer than 10 employees or the contract amount is less than $100,000. All submissions become the property of the State of Alaska, with confidentiality protections available only if respondents undertake specific protective measures at the time of submission.

Request for Information Revised February 2024

AUTOMATED COMPLIANCE & DATA INTEGRATION SYSTEM CDL

Introduction:

The State of Alaska, Department of Administration (DOA), Division of Motor Vehicles (DMV) is seeking information from qualified vendors who could provide products, services, technical approaches, and industry best practices related to automated compliance and data integration systems supporting DMV's commercial driver's license (CDL) program.

This request for information (RFI) does not guarantee future work. The information gathered will aid DMV in conducting market research to ascertain the availability and applicability of resources in the marketplace.

Background Information:

DMV has identified compliance and operational challenges related to the timely disqualification of commercial drivers in accordance with applicable federal regulations. This RFI seeks information on solutions to remedy these deficiencies through two modernization efforts aligned with Federal Motor Carrier Safety Administration’s (FMCSA) Commercial Driver’s License Program Implementation (CDLPI) program priorities:

• Full integration with the Drug and Alcohol Clearinghouse (DACH) to support automated electronic queries, notifications, and disqualification workflows.

• Compliance with National Registry of Certified Medical Examiners (National Registry II / NRII) final rule requirements, including automated receipt and processing of medical examiner certification data.

Vendors must be familiar with both federal regulatory frameworks identified above that apply to this request in order to provide a response.

DMV is seeking information for products, platforms, and professional services that support one or more of the capabilities below. Vendors are not required to address all capabilities listed and may respond with any subset relevant to their products or services:

State of Alaska

Department of Administration Division of Motor Vehicles

Date Issued: July 30, 2026

• Automated, real-time (or near-real-time) electronic query and retrieval of driver-specific data from the FMCSA DACH system, consistent with 49 CFR Part 382, Subpart G.

• Automated ingestion and processing of medical certification data from the NRII, including certificate issuance, renewal, and expiration information.

• System logic and workflow automation to trigger CDL disqualification, cancellation, or notice actions based on DACH prohibition status or expired/missing medical certification, with appropriate audit trails.

• Integration with, or enhancement of, DMV's existing Commercial Driver’s License Information System (CDLIS)-integrated Driver History Record (DHR) system to improve data accuracy and reduce manual reconciliation.

• Driver and staff notification functionality (e.g., system-generated correspondence or letters) related to prohibition, disqualification, or certification status.

• Reporting and dashboard tools to support internal monitoring of backlog reduction, processing timeliness (e.g., disqualification actions completed within 10 business days), and other performance metrics.

• Data conversion, migration, or reconciliation services to address an existing backlog of unresolved DACH prohibition and expired medical certification records.

• Ongoing hosting system, maintenance, security, and support services, including any subscription, licensing, or professional services fee structures.

• Relevant experience integrating with FMCSA systems (DACH, NRII, CDLIS) or comparable state DMV/CDL systems in other jurisdictions.

Response Information:

Please provide detailed responses to all questions. Respondents may provide relevant documentation, brochures, or specification sheets as attachments to their response.

Response must include the following information:

1. Organization name, contact name, mailing address, phone number, and email of designated point of contact;

2. Description of existing capability and competence related to the services identified above to include answers to the RFI Questionnaire; and

3. Responses provided in both Word and PDF formats.

RFI Questionnaire:

The division is interested in the following information as well as any value-added options that your solution offers:

1. A description of relevant experience, including prior work integrating with FMCSA systems

(DACH, NRII, CDLIS) or similar state DMV/CDL compliance systems.

2. A clear description of the specific products, platforms, or services identified to address the capabilities described in the background information section, including whether the solution is a commercial off-the-shelf product, a configurable platform, a custom-developed solution, or a combination; the general technical approach to integration with DACH and NRII; data security, privacy, and audit-trail capabilities; and any relevant certifications, accreditations, or compliance with applicable state and federal data security standards.

3. A narrative describing the vendor's identified products, platforms, or services and how they could support DMV's stated needs, including considerations related to timeliness, accuracy, and enforcement objectives.

4. Please provide the general and benchmark cost associated with your program.

This RFI does not extend any rights to prospective vendors or obligate the state to conduct a solicitation or purchase of any goods or services. DOA will not award a contract from this RFI, nor will DOA be financially responsible for the preparation, or administration costs incurred to respond to this RFI. All costs associated with responding will be solely at the interested party’s expense.

Procurement Officer contact information:

Interested parties must submit a written response by August 20, 2026, at 2:00 p.m. AKST. Responses must be emailed to doa.oppm.procurement@alaska.gov.
