All mixes must comply with the North Carolina Department of Transportation 2024 Standard Specifications for Roads and Structures (Section 610) and include approved job mix formulas. Contract execution is scheduled for October 16, 2026. The contract term runs from the completion of contract signing until June 30, 2027, with the option to extend for one additional year by mutual agreement at the same unit prices.

Award will be made to the lowest responsive, responsible bidder based on price, quality, and delivery time. The Town will factor in transportation costs from the Town Operations Center to the asphalt plant when determining the lowest bid, as the Town picks up asphalt at the supplier's plant rather than receiving delivery. Prices are subject to adjustment according to the NCDOT process based on the NCDOT Monthly Terminal F.O.B. Asphalt Binder Price, with the base price established as of the month of bid opening. The Town reserves the right to increase or decrease estimated quantities by 25% without changing unit prices and may substitute an S9.5C mix at the S9.5B contract price if S9.5B is unavailable. North Carolina Sales Tax must be shown separately on the bid proposal. Payment will be made within 30 days after complete delivery and performance. No bid bond is required.
