About this file

This is a Request for Bids (RFB) document issued by the City of Mission, Texas, for the procurement of Meter Connect Supplies for the Public Works Department. The solicitation, designated RFB 26-653-09-30, was issued on September 16, 2026, with advertisement dates of September 16 and September 23, 2026. The City is seeking sealed bids for fifty-seven line items of meter connect supplies, including polyethylene tubing in various sizes (1-inch, 2-inch, 3-inch), meter couplings, compression angle stops, brass nipples, flanges, adapters, valves, saddles, meter boxes with lids, and rubber gaskets. Estimated quantities range from five units for certain specialty items to 1,500 units for composite meter box lids. Bids are due by 2:00 p.m. Central Standard Time on Monday, September 30, 2026, submitted to the City of Mission Purchasing Department at 1201 E. 8th Street, Mission, Texas 78572. No pre-bid conference has been scheduled. Bid opening will be conducted virtually via Zoom meeting. The contract term is one year from the date of award, with the option for the City to exercise one additional one-year renewal, contingent upon mutual agreement of both parties, resulting in a maximum contract duration of two years. The City reserves the right to award the contract to the lowest responsive and responsible bidder.

Pricing must be submitted on a firm fixed unit price basis with all freight, shipping, handling, and delivery charges included in quoted unit prices. Bids are to be quoted F.O.B. Mission, Texas, or with guaranteed exact delivery costs specified; state sales tax must not be included. The successful bidder must provide pricing for all line items without exception. Bidders may propose a maximum percentage of escalation for the first-year renewal term; if no percentage is specified, zero percent escalation will be assumed. Delivery must be completed within a timeframe specified by the bidder following receipt of a purchase order, with failure to specify resulting in a ten-calendar-day default delivery obligation. The City intends to issue a single purchase order to the awarded vendor with partial orders called in on an as-needed basis until quantities and dollar amounts are exhausted; this is not a one-time delivery contract. Insurance requirements include Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability of $1,000,000, and Workers' Compensation per Texas statutory limits, all with the City named as an additional insured. Funding for this procurement has been provided through the City's current fiscal year budget.

If the failure to perform is caused by the default of a sub vendor and if such default arises out of causes beyond the control of both the Vendor and sub vendor and without the fault or negligence of either of them, the Vendor shall not be liable for any excess costs for failure to perform, unless the supplies or services to be furnished by the sub vendor were obtainable from other sources in sufficient time to permit the Vendor to meet the required delivery schedule.
