About this file
This is a project manual and bid specification document prepared by King & King Architects for Madison County's Highway Garage Office Area Renovation located at 139 North Court Street, Wampsville, New York 13163. The project encompasses enlargement of the highway garage office with new partitions, doors, hardware, interior windows, ceiling, metal roof, and related mechanical and electrical modifications, including a building-wide fire alarm system replacement. The work will be executed under a coordinated, concurrent multiple prime contract structure with separate contracts for General Construction, HVAC, and Electrical work. Construction is scheduled to commence on January 1, 2027, with substantial completion required by May 1, 2027, and final contract closeout by June 30, 2027. County contractor selection occurs by October 29, 2026, with draft contracts and letters of intent sent in December 2026. The project manual specifies work restrictions maintaining owner occupancy during normal business hours (7:45 a.m. to 5 p.m., Monday through Friday), with contractors responsible for all necessary overtime and shift work to meet the completion deadline. No weather days are accepted for schedule extensions.
The contract requires performance and payment bonds in accordance with AIA Document A311, with the contractor responsible for costs of retesting or reinspection of deficient work. Special inspection and testing requirements comply with Chapter 17 of the 2025 Building Code of New York State and are the responsibility of the owner to engage and pay. The contractor must submit a schedule of values, construction schedule, list of subcontractors, certificates of insurance, and performance bonds prior to the initial application for payment. Applications for payment follow AIA Document G702 and G703 formats, with submissions due by the seventh day of each month covering work completed in the previous month. Final payment requires submission of AIA Documents G706 and G706A (lien waivers), G707 (consent of surety to final payment), and evidence of project closeout completion. The project specifications indicate coordination with multiple contractors is essential, with the General Contractor responsible for coordinating all construction operations and conducting required meetings and inspections per the detailed Division 1 general requirements outlined in the specification sections.
