About this file

This document is a Request for Application (RFA) issued by the Oregon Health Authority (OHA) seeking qualified individuals or organizations to provide volunteer enrollment assistance and system navigation services to Oregon families and individuals applying for health coverage through OHA or HealthCare.gov. The RFA outlines the scope of work, which includes assisting applicants in accessing public and private health insurance coverage options, providing system navigation to help applicants obtain OHP eligibility determinations and enroll in CCOs, and offering referrals for other support services. Applications will be accepted on an ongoing basis through November 9, 2026, and contracts may be issued at any time during this period. The selected contractors will not be compensated for their services but will receive access to technical assistance, training, and outreach materials.

The RFA specifies the minimum qualifications for applicants, which include being registered as a business in Oregon and meeting insurance requirements. Applicants must also disclose any conflicts of interest, such as relationships with insurers or the insurance industry. OHA reserves the right to amend the RFA, reject any applications, and terminate contracts as needed. Contractors will be required to comply with state and federal requirements, including Executive Order 21-29 regarding COVID-19 vaccination policies.

1. Background

The Oregon Health Plan (OHP) serves over 1,100,000 Oregonians. It is guided by the vision for better health, better care and lower costs for all Oregonians.

The Affordable Care Act (ACA) has realized the largest increase in health coverage enrollment in US history. Under the ACA’s provision allowing states to expand Medicaid to serve more citizens, OHP has enrolled over 700,000 new members since January 2014. However, there continues to be more individuals who need health coverage, need to re-enroll in health coverage, or “churn” between Medicaid and private plans, challenging both continuity and quality of care.

Since its inception, Oregon Health Insurance Market (OHIM) has worked with OHA to capitalize on OHA’s statewide network of community partners and broaden that network, offering localized, in-person assistance services for Oregonians enrolling in health coverage.

OHA continues to work towards supporting a statewide outreach, enrollment, and system navigation network of application assisters to provide Oregonians of all income levels access to public and private health insurance. OHA continues to work towards building upon the successful community partner program and to leverage existing networks to achieve this goal.

This network, known as the Community Partner Program, meets all ACA standards for Navigators and Certified Application Counselors. Outreach and services by community partners will continue to be critical to reach many working families that may have incomes above Medicaid eligibility levels but would still find affording health insurance impossible without the tax credits and cost share reduction.
