DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA)
PROPOSED ACTION: Renovate, modernize, and repair lightning protection system for building 1176 (Maintenance Hangar). Design and construct functional grounding ring with compliance to applicable codes and regulations for building 1176. This project will comply with applicable DoD Air Force, and base design standards.
This project is in design phase and may include repairing and replacing existing cable and rods on the building, and trenching around the building to install and connect the grounding rods together.
ALTERNATIVES: There are no acceptable alternatives to the repair and upgrade of the existing system. AFI 32-1065 and NFPA 780 require lightning protection that systems meet these standards to prevent damage to life and property.
IMPACT IF NOT PROVIDED: Currently there is no supporting and functional grounding ring system that bonding all existing protection elements together. Without the grounding ring installed, 168th Wing Hangar 1176 will be placing building 1176 and occupants at a higher risk due to lightning strikes.
BLOCK 18 CONT.:
Eielson AFB is not a nonattainment or maintenance area; therefore the Clean Air Act General Conformity Rule does not apply.
******************** SEE ATTACHED REMARKS PAGE(S) FOR ADDITONAL COMMENTS OR REQUIREMENTS. COMPLIANCE WITH REMARKS IS MANDATORY.
