About this file
This document is a Scope of Services for a Housing Authority Resident Training Program, involving the U.S. Department of Housing and Urban Development (HUD). The program requires a vendor to provide payroll and human resources services for a two-year employment training initiative targeting public housing residents and low-income individuals. The training program covers four primary disciplines: Clerical (inbound call center and general office), Commercial Janitorial, Residential Janitorial, and Painters. The selected firm will be responsible for recruiting, testing, and scoring candidates, as well as providing comprehensive human resources support including performance coaching, counseling, attendance management, sexual harassment training, safety training, and workplace professionalism.
The vendor will be expected to provide onsite payroll and HR services (1-2 days preferred) and submit weekly invoices for each temporary assignment as needed by different agency departments. Beyond standard payroll services, the vendor should assist trainees with additional career development resources such as resume writing workshops and skills training to improve their job placement prospects after completing the two-year program. The goal is to help participants develop professional skills and increase their employability in various service-oriented job sectors through structured training and comprehensive support services.
