About this file

This Statement of Requirements details a solicitation by the National Institute of Standards and Technology (NIST) for the procurement of two walk-in environmental and curing chambers for their Gaithersburg, MD facility. The chambers are needed to replace outdated equipment used by the Materials and Structural Systems Division for researching infrastructure material durability, with specifications including 8' x 10' x 10' dimensions, white aluminum interior and exterior finishes, standard door, insulated floor, and specific temperature and humidity control requirements. The environmental chamber must maintain temperatures between 5°C to 33°C with ±0.2°C control, while the curing chamber must maintain 23°C ±1.0°C with 95% relative humidity.

The solicitation is a small business set-aside with a six-month period of performance, requiring the contractor to not only supply the chambers but also handle installation, training, and provide a one-year commercial warranty. Delivery and installation will occur at NIST's Gaithersburg campus, with a site visit scheduled for July 8, 2025, and quotations due by July 25, 2025 at 11:00 AM ET. The award will be made using a best value trade-off method, evaluating technical factors including design approach, schedule, preventative maintenance, warranty, and prior experience, with these factors collectively being more important than price. The anticipated contract type is a firm fixed price with NET30 payment terms.

Statement of Requirements Environmental and Curing Chamber Replacement

NIST Gaithersburg Building 226

I. Background

The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the durability and service life of infrastructure materials (polymer, concrete, engineered composites) for resilience infrastructure applications. The Resilient Construction and Structural Material Performance groups rely on leading-edge technology to carry out critical national support investigations. Many of these require the ability to cure, store, or conduct operations under very specific environmental conditions.

Currently, these groups all rely on a single outdated environmental chamber and a single moist curing chamber that have each long passed their normal operating lives. Careful service and constant maintenance have enabled their continued viable use. However, that time has been exhausted and is a single malfunction away from permanent inoperability. If any failure were to occur during use, this would significantly diminish these programs’ ability to carry on with mission-critical investigations, with the potential loss of revenue, time, and irreplaceable test specimens.

II. Purpose

The purpose of this acquisition is to procure one walk-in environmental chamber and one walk-in moist-curing chamber.

III. Chamber Requirements

The Contractor shall provide one (1) walk-in environmental and one (1) walk-in moist-curing chamber. Additionally, the Contractor shall install the chambers at the NIST Gaithersburg, MD site and train NIST personnel on operation of the chambers.

A. General Requirements

Both the environmental and moist-curing walk-in chambers shall meet the following general requirements:

i. Chamber Construction:

• Chamber size, exterior (nominal) shall be 8' 0'' W x 10' 0'' L x 10"H to fit within available laboratory space

• Interior panel surface finish shall be embossed white aluminum.

• Exterior panel surface finish shall be embossed white galvanized steel

• Door shall be standard 36” x 78" swinging, with keyed entry.

• Shall have an insulated floor with smooth aluminum or stainless-steel surface finish, with a minimum of 600 lbs/sq.ft., distributed loading.

• Shall have an external ramp

ii. Chamber Controls shall include:

• Virtual Touchscreen (VTS), Dual display of actual and set point temperature and humidity.

• Controls to be mounted in a CSA/UL approved control panel

• Temperature and humidity controllers.

• NIST traceable temperature sensor with calibration certificate.

• High and Low Temperature/Humidity Alarms

• Personnel emergency alarm: illuminated pull to reset push-button (inside room), control panel mounted visual and audible alarm.

B. Specific Environmental (ENV) Chamber Requirements

The ENV Chamber shall meet the following operational requirements:

• Chamber temperature range: 5 °C to 33 °C.

• Chamber temperature control at sensor: ±0.2 °C.

• Chamber humidity range: 20% RH to 95% RH. (Dewpoint Range of -16 °C to 32 °C)

• Chamber humidity control at sensor: ± 1% RH.

C. Specific Curing (CR) Chamber Requirements

The CR Chamber shall meet the following operational requirements:

• Chamber temperature set-point: 23°C ± 1.0 °C.

• Chamber temperature control at sensor: ± 1.0 °C.

• Chamber Humidity: 95% RH+ (continuous fog/water spray).

IV. Delivery Requirements

Delivery shall be F.O.B Destination and shall occur such that the overall period of performance identified above is achieved.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor is responsible for all shipping costs, inclusive of any applicable customs fees or tariffs. The contractor shall deliver products to:

National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899

V. Installation and Training Requirements

The Contractor shall perform the following installation and training services:

A. Pre-installation

• Prepare location for chamber installations.

• Provide Safety Documentation, including Activity Hazard Analysis and Accident

Prevention Plan, as needed for the project.

B. Assemble and Install Chambers

• Assemble and install new chambers including all systems and ensure proper operation.

• The chambers shall be installed and meet contract specifications no later than 14 days after delivery. Installation shall be performed on-site at NIST (Gaithersburg, MD;

Building 226, Room B165) The contractor may perform installation immediately after delivery or on another date, as mutually agreed upon between the Contractor and the COR in advance, in accordance with the overall award period of performance.

• The Contractor is responsible for all unpackaging, set-up, and trash removal, associated with assembling and installing the chambers.
