About this file

This document is a Questions and Answers (Q&A) spreadsheet for a National Institute of Standards and Technology (NIST) solicitation for environmental and curing chamber replacement. The Q&A covers technical details about the proposed chambers, including condensing unit specifications, electrical requirements, installation constraints, and equipment functionality. Key clarifications include confirmation that condensing units will be indoor air-cooled, located on the rooftop of the chambers, and the chambers will primarily accommodate concrete specimens weighing up to 10,000 pounds. The existing electrical panels will support the new chambers, with each panel providing 100 Amps, 3 poles, 600 VAC. Additional details reveal no requirements for building management system interface, remote condensing units, or special shelving, and working lighting will be acceptable. The chambers will support research experiments with specific environmental and curing conditions, following standards like ASTM C511, with the ability to maintain variable temperature and humidity cycles.

Questions

QuestionQuestion/CommentResponse
1What is the desired schedule?Per the solicitation Requirements document, delivery, installation, and training shall all occur within six months of award. Installation shall be completed within 14 days of delivery. Delivery and training dates shall be mutually agreed upon within the overall 6 month period of performance requirement.
2The conditions noted are pretty extreme and would require significant equipment to meet performance conditions.

1. Are the condensing units indoor water-cooled or outdoor air-cooled?

2. Where would the desiccant dryers required?

3. Is building steam available?

1. The condensing units are indoor air cooled. The units are on the rooftop of the chambers.

2. Dessicant dryers shall be located on the roof top of the chambers

3. No, building steam is not available.

3 What are the chamber loads that need to be considered for purposes of sizing equipment? Thermal mass inside the chambers during curing/weathering of samples will vary. NIST intends to primarily place concrete specimens in the chambers. Weight of concrete specimens will not exceed 10,000 pounds (at the high end).

4What electrical power do we need to consider for the control consoles, condensing units, dryers, steam boilers (if necessary)? What are the existing panel loads?Currently there are 2 electrical panels that serve the existing curing chambers in that lab space (the four existing chambers will be demolished prior to installation of the two required new chambers). The two existing electrical panels will be available to serve the two new chambers. The two existing electrical panels provide: 100 Amps, 3 poles, 600 VAC (250 VDC). The electrical demand per existing environmental chamber (of which there are four) is: 460V, 3PH, 60 Hz, FLA 38 Amp.
5Is there a need for any Building Management System interface? No
6Are there drawings available?No
7Are there drawings of the existing boxes? No
8Is there a Division 13 Spec that might be available that has more information? No
9Is there any requirement for shelving inside either room? If so, is there a preferred shelving or is a metro-type wire shelving acceptable? As well as how many tiers of shelving? No. No shelving is required.
10Is there a preference to a remote, air-cooled condensing unit or a water-cooled condensing unit? Additionally, where would the condensing unit be located from the walk-in rooms? The contractor shall provide indoor air-cooled condensing units. Due to limited lab space, all mechanical equipment shall be installed on top of the chambers. There is no easy access to outdoor placement.
11Is there a specific need for lighting or is working lighting acceptable?Working lighting is acceptable.
12Is there a need for our installation crew to demo the current rooms that are on site? No, demolition is not required. Demolition of the existing chambers is being handled separately.
13Regarding the products for storage, primarily the cement, will this be dry or wet products being stored in the chambers. If wet, can you tell me the typical moisture content of the product and if there is a target for any moisture removal while in storage? Please see the chamber humidity requirements for each of the chambers (environmental and curing) in the specifications document.

NIST plans to primarily place concrete specimens in the chambers for research experiments. Note that cement is not the same as concrete.

The chambers are not for general storage as a primary function. One is a curing chamber which shall follow environmental conditions as laid out in ASTM C511 (regarding temperatures and humidities). The environmental chamber is for variable environmental exposures and shall have the ability to run a wide range of cyclical temperature and humidity conditions as well as to hold steady state conditions for an extended period.
