All work must comply with State of Wisconsin Department of Administration Division of Facilities Development Master Specifications and prevailing wage requirements for projects exceeding statutory limits.
The contract covers three service categories: regular controls service at regular time rates, regular controls installation at regular time rates, and a percentage discount on parts and materials. Labor rates for the first year (365 calendar days) must remain firm, with subsequent price increase requests limited to documented cost increases and requiring sixty days' written notice. Material markup percentages must remain firm for the life of the contract. The University does not guarantee minimum order quantities or dollar amounts. The initial contract term runs from December 1, 2025 (or date of award) for one year, with automatic renewal for four additional one-year terms unless either party provides thirty days' written notice. All deliveries are F.O.B. Destination and Installed, with the contractor bearing all delivery charges, risks, and installation costs. Bidders must demonstrate three years of experience, provide manufacturer authorization, submit three client references, and pass criminal background checks. The contractor must maintain insurance as specified in DOA 3054 Standard Terms and Conditions, comply with mandatory child abuse reporting requirements, and provide services during regular hours (6:00 A.M. to 4:00 P.M., Monday-Friday) and emergency hours (4:00 P.M. to 6:00 A.M., including weekends and holidays). Awards may be made to one or multiple bidders based on lowest net line-item unit price or extended lot totals. A five percent price preference is available for certified Disabled Veteran-Owned Business (DVB) firms, though the preference for Minority Business Enterprises (MBEs) is currently paused.

Bidders, contractors and suppliers and their support personnel present in person at any UW site or event must comply with all such applicable measures in effect at that location.
2 Process Instructions
2.1 Term of Contract:
The initial term of this contract shall be December 1st, 2025, or date of award, through ONE (1) year after date of award. In the event of errors in calculation, unit price shall prevail. An additional price column is provided for each item identified as part of a lot. If you are bidding alternate items/services, provide complete specifications, documents and materials showing performance features and details for the items/services you propose to furnish for each item/service being bid. These will be used to establish equivalency. The University will be the sole judge of equivalent acceptability between Bidders’ responses.
