Statement of Work
The National Forest and Grasslands in Texas, Sam Houston National Forest, Huntsville Texas, Walker County, is seeking proposals for the following:
Project: Compartment 57 Bike Trail Bridge Abutment Repair
Location: Approximately 500 yards southeast of the 900 block of Cherry Hills Drive, Elkins Lake, on the Sam Houston National Forest, Huntsville, Texas, Walker County.
The Objective: Repair bridge abutments in accordance with attached proposal and drawings. Reconstruct and stabilize both abutments in accordance with attached design report and drawings using acceptable means approved by the forest service representative. See Attachment III
Scope of Work: Install helical piles and anchors, or other means of support, in accordance with manufacturer's instructions and guidelines. Place Class II rip rap IAW section 705, Table 705-1 of FP-14 (Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects), under the bridge on both sides of the stream for erosion control and to prevent further scouring. Clearing and grubbing is required in order to access the bridge approaches with equipment.
Also, stream banks need to be laid back and roots removed for rip rap placement and erosion control. Alternative options for erosion control will be considered.
Access from the west side is via utility easement and the east side by using NFSR286 to the bike trail. Level, seed, and mulch all disturbed areas when complete. Barricades, construction signage, and caution tape for safety is required during construction.

I. General Information:
• Proposed Huntsville C-57 trail bridge site located approximately 4 miles southwest of Huntsville, Texas in Walker County on the Sam Houston Ranger District of the National Forest of Texas. Interstate 45 borders on the east boundary of the proposed bicycle trail system. The USFS Trails Unlimited Enterprise Team will schedule to install the new bridge in fall of 2014.
• 7.5 minute Series USGS Topographic Map – Huntsville, TX – Walker County.
• New proposed bridge crossing: LAT 30*39’23.90” N and LONG 95*31’20.55” W. It is approximately 150 ft. downstream of the private property boundary that corners at the steam channel.
• Bridge site topographic Licensed Surveyors: Randy Schrank, R10 – Chugach NF, Alaska, and William Nielson, R10, Alaska. Site survey performed in February, 2013.
• Others Forest Service personnel that visited the site to select and layout the bridge site and collect site information: USFS Trails Unlimited Enterprise Team – Cam Lockwood – Enterprise Team Leader, Jerry Barrow, Civil Engineer, Rick Pinson – Trails Technician, Marcia O’Loughlin – TU Civil Engineering Technician, and Jason Morton, Trail Coordinator on S.H.R.D.,TX. District Ranger Warren Ojai was also present on one field review.
• The designed trail users for the Huntsville C-57 trail bridge will be mountain bikers. The bridge will be on a new trail system to be constructed by a private trail contractor. The Forest Service Trails Accessibility Guidelines (FSTAG) do not apply. The trail is to be on rolling terrain on fine sandy – sandy clay loam soils. The bridge structure itself will meet the ADA requirements once constructed.
• The proposed bridge for the Huntsville C-57 bike trail crossing over an unspecified drainage is designed to be 6 ft. wide x 55 ft. long span sloped end Fiber Reinforced Polymer (FRP) bridge with a pressure treated 3 x 12 wood deck. The FRP Bridges are lightweight, portable, corrosive resistant, and durable, can be assembled on site and are cost effective for the longer spans.
• Steel, aluminum and timber trail bridges were considered, but due their cost, heavy weight to erect in the wooded area makes it difficult to move a large and heavy pre-fabricated structure to the site. The FRP Bridge is the recommended option.

II. Hydrology and Hydraulics
• It was determined a formal hydrology study would not be performed for the site as it would not be cost effective for the benefit since it is a small forested watershed, the bridge designed height of 12 ft. above the stream bed for the proposed structure, and the drainage side slope evidence of high water flows at 6 ft. above the streambed.
• The watershed above the proposed Huntsville C-57 Trail Bridge crossing of the unspecified drainage is approximately 250 acres of gently rolling forestlands.
• The drainage is a perennial 8-9 ft. deep channel that is classified as a G5 – entrenched stream type per “Applied River Morphology” by Dave Rosgen.
• Jules Riley, Hydrologist with USFS Vegetation Management Solutions Enterprise Unit, was consulted via telephone conversation about the site. She did not make a field visit or perform stream calculations for this specific site. She has performed field reviews for numerous other trail bridge sites on the Sam Houston Ranger District. However, reviewing the surveyed plan and profile of the site and the existing vegetation evidence along the banks, she and the designers knew they were well above the estimated Q100 of 6 ft. above the streambed at the proposed bridge site crossing. The proposed bridge design elevation will have a 6 ft. freeboard above the field estimated Q100.
• The channel is incised and has average slope of 0.5%.
Figure 3: The proposed Huntsville C-57 trail bridge crossing a drainage on one of the most northern land tracts of the Sam Houston Ranger District. The bridge design shall extend the east bridge end 18 ft. beyond the top bank to set on the Sutter abutments. The abutments shall be approximately beyond the location of the large log that is viewed in the foreground on the hillside.

III. Geotechnical Investigation
• Site investigation was performed by Cam Lockwood, Jerry Barrow, Rick Pinson, Marcia O’Loughlin of USFS Trails Unlimited Enterprise Team, and Jason Morton and Warren Ojai ( Sam Houston District Ranger) of the USFS. Two field trips were made in different seasons.
• The private trail contractor and bike club members had selected a bridge crossing and estimated a 65 ft. long bridge. The Forest Service team examined the soil type, erosion factors, vegetation, and the channel stability and determined to relocate the crossing approximately 100 ft. upstream. During the field review, the team pulled a measuring tape to determine that a 45 ft. long bridge could fit the site. Once the topographic survey was completed with elevations, it was decided to design for a 55 ft. bridge to pull the bridge ends and abutments further back from the weak channel banks.
• The soil type at the proposed site is determined to be Kanebreak – a fine sandy loam to sandy clay loam. Information from Soil Survey of Walker County, Texas 1979: USDA Soil Conservation Service and Forest Service and the Texas Agricultural Experiment Station.
Classifying Soils for Engineering – 1. Unified Soil Classification and 2. American Association of State Highways and Transportation Officials.
• Soil at the new proposed bridge site may flood frequently for short durations at the lower flat terrain elevation. It has slow percolation rates, has an unstable soil structure and therefore erodes easily as noted along the drainage banks. It is mildly alkaline and can corrode uncoated steel, and has a fairly high shrink and swell factor. It was noted that the adjacent sub-development streets and driveways have settlement issues.
• The proposed Sutter wall abutment system can handle the soil conditions very well.
• The proposed H-piles will be powder coated to make them resistant to corrosion.
• Vegetation is thick at the site. Loblolly pine, water oak, hackberry, sweet gum and white oak are common species. The soils are good for timber production, but not large scale engineering projects or productive crop lands because of the wetness.
• Minimum soil disturbance shall occur at the proposed bridge crossing for construction.
Soldier pile bin walls lined with geotextile fabric with P.T. timber lagging, will be backfilled with clean compacted TDOT stone. The bin abutment shall raise the bridge 1
ft. to 2 ft. above the existing ground. The front abutment walls will be set back 9 to 13.5
ft. from the top of the creek banks. The bridge proposed is 55 ft. long.
• Assume minimum allowable soil pressure to be 1500 psf for the proposed bridge site.
Figure 7: Proposed flagged and measured bridge alignment and approach grades at the crossing. The bank channel is well vegetated.
IV. Superstructure Design
• Recommend 6 ft. wide x 55 ft. Fiber Reinforced Polymer Bridge sloped end bridge
• Reviewed timber, aluminum, and steel bridges. Considered higher cost of aluminum, the long span for a timber structure, the difficulty of getting a heavy steel structure to the site and erected, the FRP Bridge the recommended option.
• Design Guidelines of 90 lbs./sq. ft. and horse point loads.
• AASHTO LRFD Bridge Design Specifications, 5th Edition 2010
• AASHTO LRFD Guide Specifications for the Design of Pedestrian Bridges, Dec. 2009.
• Design guidelines established by Missoula Technology and Development Center in publication 0623-2824 “A Guide to Fiber-Reinforced Polymer Trails Bridges”.
• The bridge structure will be a prefabricated structure to be stamped by a professional engineer of the company. Plans and calculations will be added to the design folder after approval.

Figure 9: Completed FRP Bridge and timber decking at Yellow Trail Creek Bridge crossing with 54 inch high handrails. The Yellow Trail was for horses and required additional surface decking.
The Huntsville C-57 FRP Bridge will have a 3 inch x 12 inch PT decking only for bicycles and also the 54 inch high handrails.
V. Substructure Design
• Proposed bridge abutments to be constructed of powder coated steel soldier piles (H-piles) and steel cap rails with PT 2” x 12” x 4 ft. timber lagging bin walls. There shall be two bin compartments connected together per each bridge abutment and lined with geotextile fabric and backfilled and compacted with ¾-1” minus clean drainage rock.
• Design the west bridge end front face bin wall abutment to be 10 inches higher than the existing ground, Elevation 98.4 ft. The front face of the west abutment shall be set back 9 ft. from the top bank edge at the proposed bridge crossing site. The channel banks are composed of highly erodible soils, and the additional bridge length will ensure the safety and longevity of the abutments and bridge structure.
• Design the east bridge end front face bin wall abutment to be 2 ft. high. This front wall face shall set back approximately 13.5 ft. from the top of the stream bank.
• Backfill the geotextile fabric lined abutment bin walls with compacted ¾ to 1 inch minus TDOT clean stone.
