About this file

This memorandum justifies the use of other than full and open competition for a fire detection system replacement for the USNS Mercy (T-AH 19 Class). The Military Sealift Command (MSC) requires procurement of components to upgrade the existing fire detection and alarm system, including loop devices (heat & smoke detectors, manual call points), control station, test devices, and cabling. The procurement is limited to specific manufacturers: Consilium, Hoffman, Phoenix Contact, Schneider Electric, and Helkama, with a required delivery date of 9/30/2025.

The justification for sole-source procurement is based on three key factors: (1) critical ship equipment where system failure poses hazards to the ship, crew, or environment, (2) standardization per MSC's initiative requiring specific make/model equipment, and (3) form, fit, and function compatibility. The system must conform to ABS and USCG requirements and has been specifically approved for installation on the USNS Mercy. MSC notes they lack manufacturing and technical information to evaluate alternative OEM components, emphasizing the need for this specific procurement approach.
