BRAND NAME DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

NCNS1000-20-01056

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office

(AGO), Eastern Acquisition Division (EAD) and National Ocean Service (NOS)

2. Description of supplies or services required to meet agency needs (including the estimated value).

AAON-HVAC Unit

3. Identification of the single source or the brand name to be solicited.

This is a brand name requirement for an AAON HVAC Unit.

4. Supporting rationale. Only one source is reasonably available as detailed below:

Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The existing AAON HVAC system is integrated into the building infrastructure both mechanically and electrically. Procuring the same make and model HVAC unit is necessary in order to prevent extensive engineering and construction costs.

Procuring an alternate brand would require reconstruction and reconfiguration of the entire building infrastructure. Switching to a differently manufactured HVAC Unit would render the existing system unusable. The investments made to procure, install, configure, test and train personnel to use different HVAC brand could not be recovered by procuring and installing another manufacturer's product.

5. Market Research.

Market research performed determines that small business vendors can supply the AAON HVAC unit, warranty and any future service needed. Also, our research showed that the configuration of the equipment specifications for the AONN unit can be met by small business vendors.
