Section A: General Contract Information
Contracting Activity: AFLCMC/PZIBB
Project/Program Name: Building 856/Rooms E103 and E103B Systems Furniture Reconfiguration
Purchase Request/Identification Number: TBD
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Systems Furniture in Rooms E103 and E103B is to be reconfigured to accommodate an additional 6 workstations. Furniture contractor to provide all design, labor, delivery, handling, installation, project management, and product to complete reconfiguration according to PWS and furniture plans.
Section C: Justification for Soliciting from a Single Source or Brand Name
Existing furniture in Rooms E103 and E103B is manufactured by Steelcase utilizing Avenir series. The most fiscally responsible way to add the 6 stations is to utilize the existing furniture, reconfigure, and add parts as needed. The only parts that are compatible with the current setup are those from the same manufacturer and series. Utilizing the manufacturer or authorized distributor to do this also makes sure the reconfiguration of the workstations is done correctly according to product specifications. Adding 6 new stations through another open source would cost an estimated for the re-work of the existing product (which would still likely require parts through limited source justification), plus purchase of completely new furniture. Furniture purchased from another source would still not be compatible, in case the room would need re-configured again in the future.
Section D: Efforts to Obtain Competition
Market Research was conducted to see if other businesses offer Steelcase's Avenir series. Other furniture searches were not conducted because other vendor furniture is not compatible with the Steelcase manufacturer. Steelcase holds the only GSA Contract for the specific furniture product. Avenir is not included on any other BPA. However, Steelcase has multiple authorized sellers in Ohio and surrounding area and so this requirement will still have competition even through soliciting a single brand name.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Where possible, NASIC will make every effort to create full & open competition on future buys for furniture requirements. We understand this is a viable choice for new furniture purchases, and can be done by soliciting multiple quotes and awarding to the best value contractor or by using FBO or e-buy through Base contracting.
