About this file

This document is a justification and approval for other than full and open competition. The Defense Logistics Agency requires 400 Honeywell Granit 1991ier barcode scanners and 400 Granit 1990 barcode scanners for use in its Warehouse Management System at its locations in New Cumberland, Pennsylvania. The scanners are configured specifically for the agency's distribution processes and software. Market research found no ability to fulfill the requirement through other contract vehicles. To obtain competitive bids, the agency will post a request for quote on SAM.gov for five days as a small business set-aside. The justification cites the need for scanners compatible with the agency's current systems software. Plans are to convert the warehouse management system to SAP over the next three years to allow future open competition once additional scanners are compatible.

DLA/DOD supply and distribution process is barcode (linear and 2D) intensive.

Therefore, the WMS that controls the distribution process prints a significant amount of bar-coded control documents and labels. Each shipment often contains a number of barcode printed tracking labels. The Granit scanners are configured to handle large macro pdf scans and are programmed for DSS character conversion to MD 10.8 formats. Firmware to make this conversion is specific to Granit scanners and is included with the DLA unique part number.

Granit scanners also contain EZConfig management software which is specific to their part number. This software allows DSS to manage scanners, worldwide, giving them a streamlined functionality for scanner distribution at all locations

Market research was performed via NASA SEWP and GSA. No vendors were able to provide the scanners on NASA SEWP and only one small business vendor could provide the scanners on GSA.

To receive the most competition, a Request for Quote (RFQ) will be posted to beta.SAM.gov as a small business set aside for 5 days.

Market research showed a comparable Zebra Barcode ultra rugged wireless scanner cost $1,271.00. In comparison, market research quotes received were roughly $200 to $300 less than the Zebra wireless scanner.

Market research showed a comparable Zebra Barcode ultra rugged tethered scanner cost $681. In comparison, market research quotes received were roughly $150 to $200 less than the Zebra tethered scanner.

Based on this information, the Contracting Officer anticipates the pricing received will be fair and reasonable and will represent the best value to the Government.

Market research was conducted by utilizing white pages, brochures and technical manuals found on the following websites. Zebra is the only comparable scanner to the required Honeywell Granit scanners. Per the resources available on these websites, none of the scanners available via competing vendors support the current PCL:IPL that is necessary to operate utilizing the current software.

Additional research has been done in order to try to convert the forms that are used in the DLA WMS system into additional languages so that scanners from different manufacturers are capable of processing the requirement. The average cost to program each form is $4,250. With over 60 forms, this brings the total minimum cost to over $277,000 to reprogram the devices prior to purchasing them. This cost does not include testing and release hours nor does it include monies spent on additional training hours for employees to learn a new devices.

Given the large impact of this system on Department of Defense the inclusion of
