About this file
This is a Subcontracting Goal Change Request Form submitted by the City of Cleveland, Office of Equal Opportunity, for the REC-N-TEC pilot initiative, a professional services contract. The REC-N-TEC initiative is a one-year pilot program designed to provide IT-specific digital skills workforce development training through the Neighborhood Resource and Recreation Center (NRRC) computer labs. The program targets vulnerable populations including unsheltered residents, seniors, single parents, and justice-affected individuals, as well as working-age adolescents ages 14-17, with the objective of bridging the local digital divide and enhancing economic mobility. The City established initial subcontracting goals of 10 percent for minority-owned businesses (MBEs), 10 percent for female-owned businesses (FBEs), and 10 percent for community small businesses (CSBs) under Chapter 187 of the Cleveland Codified Ordinances, which applies to contracts exceeding $50,000.
The City requested a complete waiver of all subcontracting goals, reducing them to 0 percent for MBEs, FBEs, and CSBs, based on the determination that the specialized nature of IT-specific digital skills workforce development training combined with the one-year pilot timeline makes subcontracting infeasible and impracticable. The waiver request was approved by the Office of Equal Opportunity, effective August 13, 2025, with all subcontracting goals set to 0 percent. The contract is funded through the US Conference of Mayors and represents the City's commitment to comprehensive digital inclusion and closing the digital divide across Cleveland's neighborhoods.

Text version
Given this is a one-year pilot initiative and the specificity of the professional services we are seeking--IT-specific digital skills workforce development training--, it would not be feasible to sub-contract out the services, so we therefore request a waiver.
City of Cleveland Justin M. Bibb, Mayor Office of Equal Opportunity Michael Curry, Interim Director
Subcontracting Goal Change Request Form For contracting opportunities greater than $50,000
Note: Under Chapter 187 C.O., Contracting Departments are required to use their best efforts to utilize CSBs, MBEs and FBEs as subcontractors on all contracts greater than $50,000.00. Departments should use this form to request a waiver or reduction of the subcontracting goals established under Sections 187.04 and 187.06. Should the OEO approve the change, the revised subcontracting goal(s) shall be stated in the bid or proposal documents. If the Department requests a waiver of the subcontracting goal(s), it must submit reasons why subcontracting is infeasible or impracticable, and/or must document that there are no certified subcontractors available to participate in the contract.
