About this file

This is a compliance notice issued by the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID requirements for federal facilities and commercial air travel. The notice applies to contractors and individuals seeking access to Massachusetts National Guard facilities, including the Otis Air National Guard Base. Effective May 7, 2025, all individuals aged 18 and older must present a REAL ID-compliant state-issued driver's license or identification card to access federal facilities and board commercial aircraft. REAL ID-compliant cards are identified by a star marking on the upper portion of the card. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are acceptable alternatives and do not require the star marking. Individuals without compliant identification will be denied access to Massachusetts National Guard facilities.

The REAL ID Act (H.R. 418), enacted by Congress in 2005, established minimum security standards for driver's license issuance and production and prohibits federal agencies from accepting noncompliant identification for official purposes. The regulations apply specifically to domestic air travel and access to federal facilities, and do not affect other uses of driver's licenses or identification cards unrelated to official federal purposes. Contractors and personnel working on projects at federal installations, such as the Otis Air National Guard Base electrical pole replacement project referenced in the related contract opportunity, should ensure they possess compliant identification prior to May 7, 2025, to maintain uninterrupted facility access.

ATTENTION CONTRACTORS:

Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).

REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.

Examples of Real ID’s are included at the conclusion of this document

Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.

Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.

The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
