About this file

This document is a Request for Information (RFI) issued by the Illinois State Police (ISP) Academy Firearms Training Unit regarding a firing range turning target system. The ISP is seeking information on innovative solutions to replace the current target system installed in 2000. The RFI invites vendors to submit non-proprietary, non-price information about the availability of specified types of supplies and services. The ISP is interested in suitable range systems that can turn or present a target to a shooter upon command, are flexible, easy to maintain and upgrade, and can withstand extreme weather conditions. Vendors are asked to provide background information, product descriptions, and a description of potential pricing structures, but not actual costs. Responses are due by March 21, 2019 at 5:00 PM Central Time.

The RFI states that the state of Illinois reserves the right to make all submissions public and requires a lengthy maintenance agreement and full warranty covering the entire system for a minimum of 24 months after installation. The RFI is not a procurement method and will not result in a contract award, but the information received may be used for a future procurement process.

1. INTRODUCTION

The Illinois State Police (ISP) Academy Firearms Training Unit is responsible for providing initial training and re-certification to law enforcement personnel throughout the State of Illinois. The ISP Academy is responsible for training local agency Recruits and ISP Cadets in all aspects of firearms prior to their assignment to a patrol district or other law enforcement agency. In addition to initial training, each ISP officer must complete a quarterly training, including at least two qualifications, with their firearms to maintain their certification. The ISP is seeking information regarding current industry products and practices for a firing range turning target system. The ISP Firearms Training facility has a primary firing range, which has 48 stations and a maximum distance of 25 yards.

This RFI is being issued by the ISP to obtain information regarding a computer operated turning target system.

2. BACKGROUND

The current turning target system at the Firearms Training facility was installed by Porta Target System in 2000.

3. GOALS

This RFI invites participant vendors to submit non-proprietary, non-price information about the availability of specified types of supplies and services. The RFI is not a procurement method and will not result in a participant receiving a contract. (44 Ill. Adm. Code 1.15) Responding to the RFI is not a prerequisite to participate in a future procurement(s), and does not obligate the State to conduct a future procurement. All information received in a participant’s response will be available for public review. (44 Ill. Adm. Code 1.2050[j])

You are prohibited from providing pricing, the details of customized solutions, sample procurement specifications, or any other information outside the scope of the RFI because it could disqualify your organization from participating in future related procurements. (30 ILCS 500/50-10.5[e])

However, you may provide general information about industry trends and innovations, products, services, or industry best practices that are not specifically tailored to meet the state’s needs. For additional information on prohibited vs. non-prohibited information, please see 44 Ill. Adm. Code 1.2005(v).

The ISP seeks information about innovative solutions for replacing the Firearms Training Range’s current turning target system. This includes any and all on-site modifications which will be necessary to install a new system. The vendor is responsible for all on-site preparatory work including but not limited to: electrical system work, excavating, concrete removal or modification. All work including the finished product must adhere to any and all applicable county, city and township ordinances as well as any state statutes which may be applicable (including any health regulations imposed by the State or Federal government).

4. INFORMATION TO BE SUBMITTED

The ISP recognizes considerable effort may be required in preparing a response to this RFI. Please note, however, this is not a request for services. Each Respondent must bear all costs for preparing its RFI responses. Anyone interested in responding to this RFI should provide information organized as follows:

4.1. Background Information

Please provide a brief overview of your background, including but not limited to: (1) experience working with similar state and governmental entities, specifically law enforcement agencies and military organizations, (2) the implementation of successful initiatives in any of the areas listed above and (3) cite examples of your experience in building comparable products for other entities.

4.2. Description of Product(s)

Please provide a description of your product with reference to the goals articulated above. In particular, the ISP is interested in suitable range systems which will turn or present a target to a shooter upon the command of a range master. The system(s) should be flexible in how the targets will be presented, easy to maintain by the user and easy to upgrade if necessary. The system should have a lock feature to allow the target to “face” one desired direction when not in use. The system can be pneumatic or electrical but must be durable in extreme weather conditions. The system should preferably have an option for wireless and independent control. All products must be rated to withstand high-powered ballistics.

4.3. Description of Pricing Structure

Please provide a description of the types of expenses that could be incurred with regard to your proposed product. The ISP will also require a description of any and all typical types of maintenance costs and continuing expenses for future operation of the requested systems. PLEASE DO NOT PROVIDE ACTUAL COSTS.

4.4. Additional Information

The state of Illinois reserves the right to make all submissions to this RFI public. The ISP also desires a lengthy maintenance agreement in addition to a full warranty which will cover the entire system for a minimum of twenty-four (24) months after the date of installation.

5. RESPONSE SUBMISSION

Official Responses to the RFI must be submitted electronically in a searchable PDF file smaller than 8MB in size via email no later than March 21, 2019 at 5:00 p.m. Central Time to: Christopher_Demeroukas@isp.state.il.us. The subject line of the e-mail should be: “RFI – TURNING TARGET SYSTEM”.
