About this file

This document is a Small Business Set-Aside Program Waiver issued by the State of Illinois Chief Procurement Office for General Services. The waiver is associated with the Department of Innovation and Technology (DoIT), specifically the ITPO (Illinois Technology Procurement Office), and involves a procurement request by Michael Cummings, a Category Manager.

The document details an annual membership procurement for NASTD (National Association of State Technology Directors), a professional trade association for state government technology operations professionals, with an estimated contract value of $6,000. The waiver is being requested because no Small Business Set-Aside (SBSA) vendor offers this specific service, and membership fees are considered exempt from the SBSA program. The procurement was approved by the Designated Agency on 07/22/2025, with the justification that small business vendors were solicited but no offers were received. The procurement is coded under NIGP Code 963-48 and aims to provide membership to a professional association that supports technology vendors and government technology operations professionals.

Original BidBuy BID Number: R278706 Current BidBuy BID Number: R278706

* Use BidBuy Requisition Numbers when the procurement is Designated to the Agency.

From CPO Notice # 2024.10:

The Chief Procurement Officer has established set-aside categories of construction, supplies and services that are set-aside for small businesses in Illinois. Procurements that are within the listed categories must be set-aside for small businesses, regardless of the dollar value of the contracts. Additionally, all purchases under the small purchase threshold are automatically set-aside for small businesses in Illinois.

Use of a Small Business Set-Aside Program Waiver requires agencies to have clear justification why a SBSP vendor was not appropriate for a set-aside award. The following are examples of guidelines that may be considered:

The product or service is required to be purchased from Illinois Correctional Industries (30 ILCS 500/45-30).

There is an opportunity to establish a no-bid contract with a State Use vendor (30 ILCS 500/45-35). Provide more detail below.
