B. Active Barrier Requirements

This specification defines the procurement of a CRASH-CERTIFIED HORIZONTAL-SWING BARRIER SYSTEM, consisting of a crash beam, support buttresses, tamper resistant hinge and latch mechanism, foundations, mounting hardware, and other features as defined herein.

1. The active barrier shall be certified to the Department of State level K12 tested in full-scale configuration in accordance with the Department of State Certification Standard Test Method for Vehicle Crash Testing of Perimeter Barriers and Barriers, SD-STD-02.01, Revision A, March 2003.

2. Barrier Construction. The active barrier shall be an above grade assembly containing a crash beam hinged at one end, which can be rotated manually. When in the closed position the beam shall present a formidable obstacle to approaching vehicles.

3. Barrier Height. The height of the active barrier crash beam (bottom beam, if more than one) shall be 33 inches plus or minus 1-inch, as measured from the roadway surface to the centerline of the crash beam.

4. Barrier Clear Opening. The clear opening shall be a minimum of 14 feet, measured inside to inside of the buttress supports.

5. The barrier shall be provided with a method of adjusting the angles of the barrier arm to accommodate inaccuracies during the installation of the barrier buttress. The adjustment mechanism/method shall not compromise the anti-tamper protection of the hinge or latch.

6. When installed, the barrier-arm pivot points shall be vertically plumb, within a tolerance of 1/8-inch measured over a vertical length of 48-inches.

7. When installed the barrier arm shall be horizontally level in the fully closed position with a tolerance of 1-inch measured over the length between the hinge pivot point and the barrier latch.

8. When installed the active barrier arm shall be horizontally level, throughout its entire operational travel within a tolerance of 1-inch when measured at 25-ft from the barrier hinge.

9. Finish. The base of the Barrier shall be coated with asphalt emulsion for corrosion protection. Exposed barrier surfaces shall be painted with a gloss white, two-part epoxy high weather resistant paint. The drop arm beam shall be finished with reflective tape (red and white diagonal stripes) across the front and back faces of the crash beam.

10. Tamper resistant hinges. There shall be no exposed, bolted connections which would allow the barrier to be removed from its hinges when the barrier is in the closed position. The hinge should be constructed such that when the barrier is closed and latched, the barrier leaf/arm cannot be lifted off the hinge(s)

11. Barrier Latch: GPL2000 Mechanical Gate Lock manufactured by Delta Scientific Corporation, 40335 Dela Lane, Palmdale, CA 93551, or equal having the following essential characteristics;

SECTION C - SOW-Page 4 of 17

a. The barrier latch locking mechanism shall operate smoothly and locking/unlocking shall be accomplished by a single individual.

b. The barrier latch locking mechanism shall provide for multiple agency access through the barrier – each using their own lock or key.

c. The barrier latches shall be provided with a locking mechanism highly resistant to tampering, cutting or other methods of defeat.

d. All openings shall be CNC Machine-cut. Flame-cutting and grinding shall not be acceptable.

e. The latching mechanism shall be inaccessible when the barrier is in the closed position.

f. When installed in the barrier post, with the barrier closed, no elements of the latch mechanism shall be either visible or exposed.

g. The latch tang of the barrier arm leaf should penetrate face of the barrier post when the barrier is closed. The latch tang shall align with the latch tangs of the latch mechanism and be secured as one when the latch pin is driven home, preventing access to the latching mechanism unless the barrier is open.

h. The tang of the latch shall not be directly exposed to sawing, cutting or prying.

That portion of the tang between the barrier arm and the latch pin shall have a minimum 2-inch cross section (as measured in either direction) and this section shall, when the barrier arm is in place, penetrate the gate post to a minimum of ½ inch; latch design and construction shall account for play in the latch system to maintain this minimum penetration. The tang cross section may be reduced beyond this length to accommodate mechanical restraints. The latch tang shall have a minimum thickness of 0.5-inch.

i. The latch-pin securing the latch tang to the latch mechanism shall have a minimum diameter of 0.75 inch.

j. The tang’s edge distance (dimension between the hole circumference and the outside edge of tang) shall not be less than 0.5 inch.

k. Hardening of the latch tang should be augmented by the addition of an astragal covering the space(s) between the latch-post and the barrier arm.

l. The entire latch mechanism shall be weather proof.

However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately.
