QUESTIONS FROM PROSPECTIVE CONTRACTORS

Question No. 1:
Is attendance of the site visit mandatory?
Answer:
No, but see below (Excerpted from Solicitation Package):
FAR 52.236-27 SITE VISIT (CONSTRUCTION) – ALT I FEB
a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed.
(b) An organized site visit is scheduled for June 15, 2017, Thursday at 0900 PST. Interested participants shall register for a site visit and receive additional details regarding the site visit using the following contact information:

Question No. 2:
Will a copy of the Site Visit Meeting Sign-In sheet be available to those who did not attend?
Answer:
A copy of the Meeting Sign-In Sheet will be posted via amendment to the FedBizOpps (fbo.gov) site for this Solicitation (See attached).
Question No. 3:
Who was the incumbent contractor, and what was the award amount, on the previous Tule Lake Road Improvements, Phase 1 work?
Answer:
Information regarding past contracts is available through the Freedom of Information Act (FOIA), and any transmission of that data would be subject to approval of a FOIA application at https://www.foia.gov/how-to.html.
Question No. 4:
Can you advise on where the contractor is able to have access to water? Is it the contractor’s responsibility, or will the government furnish the water?
Answer:
Water will be supplied at no cost to the Contractor. Water may be drafted into water trucks or pumped into an above ground storage tank, such as a Klein tank, from the adjacent irrigation ditches.

Is the Bid bond the standard 10% of bid?
Answer:

Question No. 6:
Spec. section 1.04 Submittal Req. C-4 Drawings......Is this just boiler plate, or will you be requiring final drawings?
Answer:
Section 1.04 are general instructions if final drawing were required. Reference Table 01 33 00A
– Lists of Submittals, Final Drawings are not required.
Question No. 7:
When will the aggregate products be available?
Answer:
The ¾-inch minus and 4-inch minus aggregate materials have available since June 16, 2017.
Question No. 8:
Who will load the trucks?
Answer:
Rocky Mountain Construction, the aggregate producer, will load the Contractor transport trucks.
Question No. 9:
Will the specified 4,000-gallon capacity water truck requirement be enforced as part of the contract?
Answer:
As long as moisture conditioning and dust control are deemed adequate by the COR, or other onsite representative, during the performance of contract work, water trucks of lesser capacity may be entertained by prospective bidders.
Question No. 10:
Will survey controls be necessary during the placement of the aggregate?
Answer:
Yes. This requirement is defined RSN 32 15 10 – Gravel Surfacing, Part 3, Section 3.01 A.
Question No. 11:
Will roadway subgrade(s) need to be processed prior to the placement of the specified aggregate?
Answer:
Yes. This requirement is defined RSN 32 15 10 – Gravel Surfacing, Part 3, Section 3.01 B.
Question No. 12:
Will the aggregate be moisture conditioned at the rock plant, or onsite?
Answer:
Moisture conditioning of the aggregate will be performed onsite. This requirement is defined RSN 32 15 10 – Gravel Surfacing, Part 3, Section 3.02 B.
Question No. 13:
Who will direct the extents of the proposed turn-around point at the south end of Hovey Point Road, if the use of adjacent roads are not allowed as haul routes?
Answer:
This proposed turnaround is addressed in RSN 01 14 10 – Use of Site, Section 1.03 B and RSN 01 55 00 – Vehicular Access and Parking, Part 3, Sections 3.02 A and B, as a temporary road.
Question No. 14:
In the specs, it states there will be no alternative dust palliative will be accepted, however in the solicitation it states ‘ “Dust Off” or equivalent…’ Will you accept an alternative product?
Answer:
The “Dust Off’ product is a proprietary product with the attributes listed in RSN 31 02 30 – Dust Palliative. Other magnesium chloride products will have similar attributes and may be accepted.
However, the RSN does not support the use of polymer products.
