Attachment 3: Task Order

Task Order No. (TBD)

NAVAJO RESERVOIR

DISTRICT

CULTURAL RESOURCE PROGRAM:

T A S K O R D E R ( T B D )

Class III Cultural Resource Inventory of Navajo State Park, Archuleta County, Colorado

Class III Cultural Resource Inventory of Navajo State Park, Archuleta County, Colorado

General

The Colorado Parks and Wildlife’s Navajo State Park, which is located on Bureau of Reclamation owned lands at Navajo Reservoir in Archuleta County, Colorado, and east of Arboles, CO, has a need for a Section 110 Class III Cultural Resource Inventory which will provide Reclamation with the data needed to analyze future undertakings associated with recreational infrastructure maintenance, and upgrade projects anticipated for the future. Prior to initiating planning for these anticipated projects, Reclamation must consider the possible effects upon cultural resources (CR) in accordance with the National Historic Preservation Act of 1966 (NHPA) and other applicable federal historic preservation legislation and regulations. This Class III Cultural Resource Inventory will enable Reclamation to meet their obligations of managing the cultural resources of the Navajo State Park, and to assist Colorado Parks and Wildlife in their planning activities in a manner that will avoid adverse effects to the cultural properties present in the park.

Tasks

1. In support of on-going management of the Navajo State Park, TBD, as contractor, shall conduct a Class III Archaeological Inventory of the entire project area on Navajo State Park lands adjacent to Navajo Reservoir, to include all historic architecture and/or features. The Navajo State Park 2016 Section 110 Survey Area is approximately 250 acres. The purpose of Class III cultural resources inventory is to document the location, nature, and significance of all cultural resources within the project area boundaries. This will include comprehensive archaeological inventory, recording all cultural properties, isolates, and documentation of historic structures.

The work performed by TBD to complete this task shall include:

a. Perform a Class I file Search to identify all previously recorded archaeological sites within the project area.

b. Perform Class III inventory (100% pedestrian cultural resource survey) to locate and document all identified sites within the project area to Reclamation standards.

c. Place a permanent site datum and record UTM coordinates of this datum for all identified sites.

d. Record UTM coordinates for all isolated occurrences (IOs).

e. Record all identified sites and IOs according to Colorado SHPO standards and guidelines based on land management authority, including updating of forms for previously known sites, as necessary. In addition, New Mexico Laboratory of Anthropology Site Forms will also need to be completed, as the Museum of New Mexico is also a repository for Navajo Reservoir related documents.

f. Provide professional recommendations regarding the National Register status for all sites encountered.

g. Due to disturbances related to the development of Navajo Reservoir, the contractor may need to conduct limited subsurface testing to determine extent and integrity of identified cultural sites (e.g., boring, augering) for eligibility recommendations.

h. Archaeological survey and documentation shall be conducted in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties, the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation, and the Advisory Council on Historic Preservation's Treatment of Archeological Properties: A Handbook.

2. The contractor shall also conduct all identified historic building documentations at the Level II standards.

3. The contractor shall provide management recommendations on the treatment of identified cultural properties and historic structures.

Deliverables

Task Order deliverables consist of a Cultural Resource Inventory Report, all site forms, Isolated Occurrence forms, historic structure documentation forms and the GIS data collected for this project. The contractor shall provide the Reclamation with three (3) hard paper copies and a DVD- or CD-ROM containing a (1) copy of the MS Word file and a (1) copy of the Adobe PDF file.

Schedule

The contractor shall initiate survey activities within 5 days of contract award, and a completion of the survey activities within 1 week (7 days) from initiating survey activities. Twenty days later a draft report and site forms will be provided to Reclamation for their review. Upon Reclamation review edits being addressed and the contractor notified to deliver, a Final Draft Report with associated site forms and project data forms would be expected thirty days.

Period of Performance

The expected period of performance is 60 days after award has been issued.

Navajo Reservoir District-Piedra River Arm

Section 110 Survey Area

(Approximately 250 acres)

Section 110 CRI of 250 acres within the

Navajo State Park

Arboles, Archuleta County Colorado

Project Assumptions

1. Assumes a 250-acre Cultural Resource Inventory in Navajo State Park for identification purposes, in anticipation of future infrastructure maintenance and further development for recreational activities.

2. Assumes numerous prehistoric and several historic resources to record, including features related to the Bureau of Reclamation activities during the development of the reservoir, as the Navajo Reservoir District project was significant in the development of resource protection laws in the United States.

3. Assumes the documentation of the Denver-Rio Grande Railway features related to the rerouting of this line during the construction of the Navajo Reservoir.

4. Assumes little impact in survey efficiency due to vegetation, elevation, or extreme slopes.

5. Assumes that given the proximity of the project area to the Piedra River arm a prehistoric site/IO density rather high, that approaches 1 site per 5 acres; and a historic site/IO density of 1 site per 20 acres.

6. Assumes 30-40 acres per day/per person survey coverage, with a significant portion of the project will be expected for recordation of identified resources, given the need to complete both the CO and NM site forms.

7. Assumes the potential to billet the crew in a camp within the park exists, which would limit the travel and daily set-up times.

8. Assumes that some sites have been affected from disturbances related to the development of the Navajo Reservoir and obscuring their surface manifestations to the point that limited subsurface testing may be required to make eligibility and management recommendations.
