SECTION 31 23 30
EXCAVATION FOR TRENCH DRAIN
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Excavation for Trench Drain:
1. Measurement: Volume of trench drain to lines and grades shown on the drawings or surveyed lines and grades for additional excavation as approved by COR.
2. Payment: Unit price offered in Price Schedule.
a. Regardless of quantities removed, payment will be made to the prescribed paylines, except for additional excavation below:
1) For safety or other reasons, Government reserves the right to require Contractor to excavate beyond prescribed paylines.
2) Payment for additional excavation will be made to limits directed by COR.
b. Material from required excavation used for Zone 4 Miscellaneous Fill material will be paid for both as excavation when removed from original location and as compacted backfill when placed.
c. Overexcavation performed beyond specified or directed paylines and backfill and compaction of backfill for such overexcavation shall be at Contractor’s expense.
d. Includes Archeological Monitor.
B. Excavation for New Section of Connection Trench and Conveyance Pipe:
1. Measurement: Volume of new section of Connection Trench and trenching for Conveyance Pipe to lines and grades shown on the drawings or surveyed lines and grades for additional excavation as approved by COR.
2. Payment: Unit price offered in Price Schedule.
a. Regardless of quantities removed, payment will be made to the prescribed paylines, except for additional excavation below:
1) For safety or other reasons, Government reserves the right to require Contractor to excavate beyond prescribed paylines.

1.02 DEFINITIONS
A. Additional Excavation: Excavation beyond specified lines as directed by COR to remove unsuitable foundation material.
B. Overexcavation: Excavation performed for the convenience, fault, or operation of Contractor beyond specified or directed additional excavation lines. Includes removal of foundation damaged by Contractor.

PART 3 EXECUTION
3.01 PREPARATION
A. Clear and grub in accordance with Section 31 11 00 - Clearing and Grubbing.
3.02 REMOVAL OF WATER
A. Remove water from excavation in accordance with Section 31 03 33 - Removal of Water From Excavation.
B. Wet conditions may exist in base of trench and it is anticipated that unwatering shall be used to allow work to be completed.
3.03 EXCAVATION
A. Have Archeological Monitor observe excavation for Trench Drain and for New Section of Connection Trench and Conveyance Pipe.
1. For known historical resources, coordinate with COR prior to work in accordance with Section 01 57 90 – Preservation of Historical and Archeological Data.

2. Report new archeological findings in accordance with Section 01 57 90 - Preservation of Historical and Archeological Data.
B. Excavate Trench Drains to yield as much suitable material for use in permanent construction as Zone 4 Miscellaneous Fill backfill required under this section as practicable.
C. Excavate inspection well structure foundations to elevations shown on drawings or established by COR.
D. Excavate Outfall Trench to elevations shown on drawings or as established by COR.
E. Excavate new Connection Trench and Trench for Conveyance Pipe, to elevations shown on drawings or as established by COR.
F. Waste material suitable as Zone 4 Miscellaneous Fill, from excavation for the new Connection Trench and Trench for Conveyance Pipe, in the reach of the Existing Connection Trench as shown on drawing 258-D-60075.
G. Government reserves right, during progress of work, to vary slopes, grades, and dimensions of excavations from those specified.
H. Government does not represent that excavation performed in this section can be made to or maintained at paylines shown on drawings or as described in this section.
I. Do not excavate in frozen materials without written approval.
J. Take precautions to preserve material below and beyond established lines of excavation in soundest possible condition.
1. Repair damage to work due to Contractor's operations at Contractor’s expense.
2. Remove material beyond required or prescribed excavation lines loosened by Contractor's operations at Contractor’s expense.
3.04 SURFACES OF EXCAVATION
A. Prepare excavation surfaces reasonably even and smooth, free of abrupt indentations and protruding materials (offsets) greater than 2 inches unless otherwise noted in this section.
B. Provide adequate drainage.
3.05 FOUNDATION INSPECTIONS
A. Government will perform inspections for approval of excavated embankment and foundation surfaces.

1. Provide 72 hours’ notice for each Government inspection. Allow 24 hours for Government to complete its inspection.
3.06 DISPOSAL OF EXCAVATED MATERIALS
A. Dispose of excavated materials which are unsuitable for or are in excess of embankment, backfill, or other earthwork requirements, as determined by COR, as provided in Section 31 23 39 - Disposal of Excavated Materials.

PART 3 EXECUTION
3.01 PRE-INSTALLATION TESTING
A. Prior to joining pipe sections, demonstrate quality of joining method, equipment, and personnel.
1. Construct 3 butt-fused pipe sections to length specified in ASTM F2620.
2. Prior to preparing cutting strips for bent strap test specimens, COR will visually examine joint for defects. Beads will be examined for uniformity and proper size around entire joint.
3. From each sample, prepare 3 bent strap test specimens for destructive testing in accordance with ASTM D2657 using sample dimensions specified in standard.
a. Cut joints into straps as indicated in standard.
b. Test joints as directed by COR to demonstrate sample response to face bend, outside face bend, tensile elongation, torque, and impact when compared to a control sample.
4. Do not proceed with pipe joining until COR has approved butt fusion quality.
3.02 PREPARATION
A. Keep excavation free from water to ensure the proper installation of pipe, filter, and drain materials. Refer to Section 31 03 33 - Removal of Water From Excavation.
3.03 PIPE INSTALLATION
A. Install pipe at locations indicated on drawings or directed by COR.
B. Lay pipe to elevations, lines, and grades shown on drawings or as approved.
C. Cap or plug ends of pipe during periods of no work.
D. Protect pipe ends from damage. Remove or replace broken, cracked, or unsuitable pipe and replace at no additional cost to Government.
E. Place permanent backfill a minimum of 3 feet above crown of pipe over as much pipe as possible prior to final connections at structures.
F. Before and during assembly of a joint, keep parts free of mud, oil, or grease. Keep pipe interior free from deposits of mud, sand, gravel, or other foreign matter and in good working condition until the contract is complete and accepted.
G. Joining pipe:
1. Join pipe by heat fusion in accordance with ASTM F2620 and manufacturer’s instructions.

2. Couplings shall have close fit with pipe and shall maintain alignment of pipe and prevent separation of joints.
3. Pipe may be joined above ground and lowered into position, provided adequate support and handling to prevent damage.
4. To avoid damage, do not join fabricated fittings to more than one pipe section before placing in trench.
H. Connections between HDPE pipe and all concrete structures:
1. Air temperature at time of connection: 45 to 75 degrees F.
a. Backfill at least 3 inches above top of pipe before temperature exits the specified temperature range.
I. Angle points and curvilinear drain alignments:
1. Construct bends using manufacturer’s standard pipe bends.
2. Where change in alignment is gradual, changes can be made by cold-bending pipe with a minimum radius equal to 30 times pipe outside diameter.
J. Cover outlet pipes with Protective Screens as shown on drawing 258-D-60085.
3.04 BACKFILL
A. Maintain pipe grade and alignment during placement of material adjacent to and over pipe. Provide complete circumferential support for pipe to prevent uneven pressures and unacceptable ring deflections.
B. Use compaction techniques adjacent to pipe in accordance with Section 31 23 02 - Compacting Earth Materials.
C. Do not backfill until installed pipe has been inspected and approved by COR.
D. To minimize thermal expansion and contraction of HDPE pipe, place permanent backfill a minimum of 3 feet above crown of pipe over as much of pipe as possible prior to final connections at structures.
E. Backfill non-perforated pipe with CLSM in accordance with Section 31 23 70 - Controlled Low-Strength Material (CLSM).
F. Do not permit equipment travel over pipe until backfill material has been placed to a minimum depth of 3 feet over top of pipe, or to a greater depth when recommended by pipe manufacturer.
1. After minimum earth covers are in place, maximum equipment loading allowed over pipe shall be H-20 loading in accordance with AASHTO SSHB.

2. Before using construction equipment that exerts a load larger than H-20 loading on top of pipe, submit details of proposed methods, crossing location, equipment type, and loading conditions to COR for approval.
3.05 EAST DRAIN TRENCH CONCRETE OUTLET STRUCTURES
CONSTRUCTION
A. In accordance with Section 03 30 00 - Cast-in-Place Concrete.
B. Wall anchor fittings in accordance with this section.
C. In locations as shown on drawings.
3.06 CLEANING DRAIN
A. Maintain inside of pipes clean during construction.
B. Before performing final video inspection, clean drain lines and outfalls to remove deposits of mud, sand, gravel, or other foreign matter.
3.07 VIDEO INSPECTIONS
A. Perform inspection at the following intervals:
1. Initial video inspection: Perform inspection of drain pipes when a maximum of 5 feet of fill has been placed over pipe.
2. Final Video Inspection: After completing earthwork placement over drain to final lines and grades.
B. Video Camera:
1. Closed-circuit television video camera specifically designed and built for pipe inspection.
2. Capable of accessing pipe installed on a 0.44 slope.
3. Capable of negotiating corners and bends.
4. Equipped with 360 degree radial view rotating head and zoom lens.
5. Operable in 100 percent humidity.
6. Include footage indicator and audio recording to allow documentation of locations and problems along pipe.
7. Capable of recording images in color.
8. Capable of providing 1,000 feet of tether.
9. Operated and controlled via cable tether.
C. Lighting for Video Inspection:

1. Allow clear, focused image of entire periphery of pipe, observable on television monitor.
2. Include variable intensity control, remotely controlled from monitoring station.
3. Adjust lighting to minimize glare.
D. Perform inspection in presence of COR. Notify COR, in writing, of date and time of inspection at least 5 days before inspection.
E. Rate of camera movement along pipe, maximum: 30 feet per minute.
F. Record 1 reach of pipe per DVD. One reach of pipe shall be 1 continuous section as indicated on drawings or as approved by COR.
G. Provide convenient access for Government personnel to view monitoring during inspection.
H. Record inspection in color in DVD format.
I. Mark each video and video case with date; time; pipe segment location; contract name and number; and Contractor name, address, and phone number.
J. Document camera location by superimposing continuous distance record on recorded image.
K. Provide voice-over recording of date, time, and pipe segment location on recording.
L. Document obstructions and anomalies observed in pipe as part of audio record.
M. Clean and flush deposits of mud, sand, gravel or other foreign matter encountered during final video inspection. After cleaning, re-inspect pipe to assure no deposits of mud, sand, gravel or other foreign matter remain in pipe.

GEOLOGIC INVESTIGATIONS
PART 1 GENERAL
1.01 GENERAL
A. General.
1. Geologic descriptions, drawings, logs of subsurface explorations, water level data, laboratory test data and borrow area investigations in these specifications include information and records of geologic investigations for the work, and are the geologic data upon which the design of this work is based. These data supersede previous versions which may be available for examination by Offerors. Only the data that are specific to the needs of these Specifications are included in these Specifications. These data are contained in Section 53 20 00 - Records of Geologic and Subsurface Investigations.
2. Selected samples recovered during investigations were tested by DOWL-HKM Associates, Billings, Montana; Bureau of Reclamation (Reclamation) Great Plains Mobile Construction Laboratory, Glendo, Wyoming; and Reclamation's Concrete, Geotechnical and Structural Laboratory (CGSL), Denver, Colorado. Summaries of all test results from laboratory tests performed on these samples are contained in Section 53 20 00 - Records of Geologic and Subsurface Investigations.
Offerors are encouraged to inspect the site and to obtain their own samples and perform tests on the materials to evaluate properties which the Offeror believes to be significant. Offerors wishing to visit the site, or take samples at the site should make arrangements with the Great Plains Regional Office, Billings, Montana.

The geologic logs of drill holes, power auger holes and test pits, water-level data, borrow investigations and other available geologic information indicates the conditions encountered during the investigations. The water-level data show the conditions at the particular time or times the information was obtained and may not indicate variations such as those caused by drought, precipitation, changes in the surface elevation of nearby reservoirs, irrigation, or flooding.
5. The geologic drawings portray generalized geologic conditions. The geologic logs of explorations should be consulted for specific details.
6. Location of explorations, cross sections, test pits for downstream investigations and borrow area investigations for the work are included in these Specifications, and are contained in Section 53 20 00 - Records of Geologic and Subsurface Investigations.
7. Surficial materials recorded in all geologic exploration logs included in these Specifications were classified under current Unified Soil Classification System procedures as described in USBR 5000 (laboratory classification) and USBR 5005 (visual classification). These two procedures are similar to ASTM D2487 and ASTM D2488, respectively. Surficial materials recorded on geologic

8. Reclamation has established standard descriptors and descriptive criteria for rock and standard descriptors and descriptive criteria for discontinuities, in "Engineering Geology Field Manual, Second Edition, Volume 1, 1998". These standards are available for review at the Great Plains Regional Office, Billings, Montana. The standards provide the basis for classification and description of rock and discontinuities logged after September 1984.

1.03 GEOLOGIC INVESTIGATIONS
A. Geologic investigations conducted at Altus Dam and associated Dikes are listed below;
and available logs of investigations are included in Section 53 20 00 - Records of Geologic and Subsurface Investigations.
B. Construction Investigations:
1. Little is known about explorations for the original dam constructed in 1926-27 by the city of Altus, Oklahoma. The U.S. Congress authorized the construction of a new concrete gravity dam in 1941. This dam incorporated the original dam and placed locally quarried granite masonry blocks on both upstream and downstream dam faces. Very few new field explorations were added for the building of Altus Dam or the four dikes around the reservoir. However, there are summary construction reports and a photographic record of this construction. See reference under Article 101.A.3.a.
C. Geologic Investigations, years 2000 through 2006.
1. Reclamation's climb team conducted an inspection of the downstream face of Altus Dam in late February of 2000, in an attempt to document seepage locations and estimate flow rates. This document does not affect work within these Specifications.
