Amendment No. 0004 will be issued no later than Thursday, August 11th providing the final questions and answers and amended specifications.

PROSPECTIVE CONTRACTOR QUESTIONS

ALTUS DAM – DIKES MODIFICATIONS

SOLICITATION R16PS01244

1. Please advise if the CADD files are available and can be provided to assist in performing site takeoffs.

A: The successful contractor can request the applicable CAD files from the Contracting Officer after award.

2. Reference Section 52 00 00 Drawings, 258-D-60024 – This Auxiliary Dike Excavation Plan & Profile drawing indicates the work on the Auxiliary Dike will be performed on Farm-rail property. Is a temporary construction easement from Farm-rail necessary, and if so, has the easement been acquired to construct the Auxiliary Dike portion of the work?

A: Reclamation has entered into a Memorandum of Agreement with Farmrail for construction of railroad crossings and for the work on Auxiliary Dike. A copy of the agreement will be provided to the successful contractor.

3. Reference Section 52 00 00 Drawings, 258-D-60067 – This Drawing indicates a Typical Section D/60067 for construction of the Outfall Channel from Sta 66+28 to Sta 74+39. However, typical Section D/60067 has not been provided…please provide typical section D/60067.

A: The Outfall Channel Typical Excavation Section is included in the bottom left corner of the drawing, but is mistakenly labeled as Section A when in fact it should be labeled as Section D. Drawing No. 258-D-60067 will be revised by a subsequent amendment.

4. Reference Section 52 00 00 Drawings, 258-D-60067 – This Drawing shows the construction of the Outfall

Channel terminating at Sta 74+39 which occurs outside of the government property limits and on the Farm-rail property. Is a temporary construction easement from Farm-rail necessary, and if so, has the easement been acquired to construct the channel outfall at Sta 74+39?

A: Reclamation has entered into a Memorandum of Agreement with Farmrail for construction work. A copy of the agreement will be provided to the successful contractor.

Profile identifies "Excavation Boundary Points" and provides Northing & Easting for each excavation boundary point. Can the "existing ground elevations" be provided for each boundary point? Can design elevations be provided for each boundary point? Are design cross-sections available for Lugert Trench Sta 33+58 to Sta 16+75?

A: Design elevations for the control points are not needed; depth of excavation shall be taken from the design profile. A typical excavation section is provided on drawing 258-D-60069.

18. Reference Section 52 00 00 Drawings, 258-D-60069 – This Drawing of the Lugert Trench Excavation Plan and

Profile identifies "Excavation Boundary Points" and provides Northing & Easting for each excavation boundary point. Can the "existing ground elevations" be provided for each boundary point? Can design elevations be provided for each boundary point? Are design cross-sections available for Lugert Trench Sta 16+75 to Sta 0+00?

A: Design elevations for the control points are not needed; depth of excavation shall be taken from the design profile. A typical excavation section is provided on drawing 258-D-60069.

19. Reference Division 51 – Information Available to Offerors, Section 51 00 11 Reservoir Operating Curve

- Please provide current reservoir water elevation data for the months of January 2016 through June 2016?

A: Current and historic reservoir water elevation data is available on Reclamation’s website at:

http://www.usbr.gov/gp/hydromet/altus.html. A plot of reservoir water elevation data since October is shown below:

20. Reference Division 51 – Information Available to Offerors, Section 51 31 23 Rock Borrow Area 1 Permitting

– Regarding “Temporary Construction and Right Of Entry Permit” (Page 51 31 23-2), Please provide "Exhibit A" identified in the Permit section? Can the entire 30 acre site be utilized for "Rock Borrow" acquisition? Are there any fees, taxes or royalties due to the Quartz Mountain Arts & Conference center Nature Park or any other entity? Is a construction water source available within the 30 acre borrow site? Will a Temporary Construction and Right Of

Entry" permit be required for Rock Borrow Area #2 or any of the other designated borrow areas?

A: Some areas within the 30 acres shown on Exhibit A (see attached) are not available for use by the contractor. Refer to drawing 258-D-60004 as specified in Specifications Section 31 23 32 for the limits of rock-borrow excavation. No additional fees or taxes shall be imposed nor will additional permits be required.

A water source is not available within the borrow site. This will be clarified further in a subsequent amendment.

21. Reference Division 1 – General Requirements, Section 01 57 30 Water Pollution Control, 1.06 – Required

Permits, Item B: This Paragraph states: "Bureau Of Reclamation will obtain a Section 404 permit for construction activities below the conservation pool elevation associated with the Auxiliary Dike and Borrow Areas 1A, 1B, and

1C". Has the aforementioned Section 404 Permit been acquired by the Bureau of Reclamation? If the Section 404

Permit has been acquired, can a copy of the permit be provided? If the Section 404 Permit has not yet been acquired, what is the anticipated date when the Bureau Of Reclamation will obtain the permit?

A: The Section 404 permit has been acquired. Upon request a copy of the permit will be provided to the successful bidder.

22. Reference Division 1 – General Requirements, Section 01 57 30 Water Pollution Control, 1.06 – Required

Permits, Item C: This Paragraph states: "Obtain a Section 404 permit for other construction activities which are located within the conservation pool". Please identify what the Government considers to be the "other construction activities" that will or may occur within the conservation pool?

A: Other construction activities would be anything that the contractor deems necessary that the government has not specified. Reclamation does not anticipate that additional Section 404 permits will be required for the specified work. However, the contractor is responsible for obtaining additional Section 404 permits if required due to the method or approach selected by the contractor for completing the work.

23. Reference Division 1 – General Requirements, Section 01 57 30 Water Pollution Control, 1.02 – Definitions, Item A: This Paragraph states: "Conservation pool elevation is 1559 feet NGVD29 datum" Please define or describe the horizontal boundary limits for the "Conservation Pool"?

A: The conservation pool includes all reservoir areas enclosed by elevation 1559 (NGVD29 datum). Survey control information is provided on drawing 258-600-500.

24. Reference Division 1 – General Requirements, Section 01 57 30 Water Pollution Control, 1.01 – Measurement

& Payment, Item A: This Paragraph states: "Include in prices in the Price Schedule for other items of work". Please consider the following request: Cost items that are associated with and will be required by this specification section to comply with the Section 404 permit, Section 402 Stormwater Discharge permit and Stormwater Pollution

Prevention Plan are not currently identified, quantified or described by the specification and will be determined by later design and formulation. As an example, the quantities of Silt Fence, Straw Bales, Erosion & Sediment Logs, Straw Wattles, Erosion Blanket, Temporary Seeding, Rock Check Dams and Sediment Basins that may be required by the Stormwater Pollution Prevention Plan will add up to a considerable amount of cost for this project. Please consider establishing CLIN items in the "Price Schedule" for "Regulatory Permit Acquisitions”, Stormwater

Pollution Prevention Plan" and "SWPPP BMP's And Implementation Of SWPPP"

A: No new CLIN item will be added.

25. Reference Division 31 – Earthwork, Section 31 03 33 Removal Of Water From Excavation, 1.03 – System

Description, Item B: This Paragraph states, "Design and layout facilities to collect discharge water from the water removal systems and convey water to designated approved discharge points". What are the locations of the

"designated discharge points" for discharging water? Can collected water be discharged directly back into the Altus

Reservoir?

A: Contractor is in charge of deciding where the locations are to discharge water. Whatever method is chosen shall be consistent with applicable regulatory requirements and shall not damage any Federal or private property. Collected water shall be managed and discharged in accordance with Specifications Section

01 57 30 – Water Pollution Control.

26. Reference Division 31 – Earthwork, Section 31 03 33 Removal Of Water From Excavation, 1.05 – Regulatory

Requirements, Item A: This Paragraph states: "Obtain required Federal, State and local permits for water discharge and other activities associated with removal and control of water". Can a CLIN item be established in the "Price

Schedule" for Regulatory Permit Acquisition?

A: No new CLIN item will be added.

27. Reference Division 31 – Earthwork, Section 31 03 33 Removal Of Water From Excavation, 3.02 – Water

Removal and Control, Item A: This Paragraph states: "Base plans for water removal on the data contained in

Section 53 10 00 Geologic Investigations and Section 53 20 00 Records Of Geologic And Subsurface

Investigations". As stated, should the base plan for water removal ("unwatering") be based solely on the data provided in Section 53 10 00 Geologic Investigations Page 53 10 00-22 Section 1.06 Groundwater And Seepage?

Or should the base plan for the Removal Of Water From Excavation be formulated from data provided in Section 53

00 05 Baseline Conditions 1.01 #7 Table 53 00 05A Estimated Seepage Rates and data comprising Section 51 00 11

Reservoir Operating Curve?

A: Reference Specifications Section 53 00 05, Paragraph 1.01.A. and Table 53 00 05A - Estimated Seepage

Rates, are the Government’s interpretation of the data to establish baseline condition values. These values do not include water encountered from surface runoff. The Lugert Trench seepage rates shown do not include seepage from unwatering at the East Trench that may be conveyed into the Lugert Trench by the connection trench.

28. Reference Division 53 – Geologic Investigations and Records, Section 53 10 00 Geological Investigations, page

53 10 00-15, Subsection g, Item 1: This Paragraph states: "At the East Main Dike B, samples were collected from two drainage ditch sites EM-2 and EM-3 near the same station as the crest test pits TP14-EM2 station 21+00 and

TP14-EM3 station 30+50". Paragraph 1a states: "These test results are included in Section 53 20 00 Records Of

Geologic And Subsurface Investigations". However, test results for samples collected from drainage ditch sites EM-

2 and EM-3 are not provided in the Records Of Geologic And Subsurface Investigations. Please provide test results

(Log Of Test or Computation Sheet) for EM-2 and EM-3?

A: Samples for EM-2 and EM-3 from East Main Dike drainage trench are included in Specifications Section

53 20 00 on Sheets G281, G282, G283 and G284. The designations on Sheets G281, G282, G283 and G284 were labeled EMB-2 and EMB-3 by the testing lab and should have been labeled EM-2 and EM-3 to be consistent with the designations on the plans and specifications. The data on Sheets G281, G282, G283 and

G284 are the data for EM-2 and EM-3.

29. Reference Division 53 – Geologic Investigations and Records, Section 53 10 00 Geological Investigations, page

53 10 00-15, Subsection g, Item 2: This Paragraph states: "At Lugert Dike , drainage ditch samples LD1, LD2, LD3 and LD4 were taken near similar stations as the crest pits TP14-LD1 station 1+50, TP14-LD2 station 9+50 , TP14-

LD3 station 17+50 and TP14-LD4 station 26+00". Paragraph 2a states: "These test results are included in Section 5

20 00 Records Of Geological And Subsurface Investigations". However, test results for samples collected from the drainage ditch sites LD1, LD2, LD3 and LD4 are not provided in the Records Of Geologic And Subsurface

Investigations. Please provide test results (Log Of test or Computation Sheet) for LD1, LD2, LD3 and LD4?

A: Samples for LD1, LD2 and LD4 from Lugert Dike drainage trench are included in Specifications Section

53 20 00 on Sheets G255 through G266. There were no samples taken from LD3. The designations on Sheets

G255 through G266 were labeled LD#1, LD#2 and LD#4 by the testing lab and should have been labeled

LD1, LD2 and LD4 to be consistent with the designations on the plans and specifications. The data on Sheets

G255 through G266 are the data for LD1, LD2 and LD4.

30. Reference Division 01 – General Requirements, Section 01 11 00 Summary of Work, 1.02 – Principle

Components, Item P: The IFB Price Schedule does not contain a bid item for "Seepage Monitoring Equipment" nor do the specification sections identify specifications for "Seepage Monitoring Equipment". Please provide specification information for Seepage Monitoring Equipment" and add an appropriate CLIN item to the Price

Schedule.

A: Reference Specifications Section 35 13 53. The term “Seepage Monitoring Equipment” is referring to flow measurement weirs and appurtenances, which are included on the Price Schedule within CLINs 65 and

66.

31. Reference Division 01 – General Requirements, Section 01 11 00 Summary of Work, 1.05 – Acronyms: Please identify the acronym "AU" shown in the Unit (D) column of Continuation Sheet page 3 of 4 of the Solicitation

Offer.

A: AU stands for activity unit. This is our procurement/financial system’s equivalency for lump sum.

32. Reference Division 01 – General Requirements, Section 01 32 10 Construction Programs, 1.07 –

Schedules: This Paragraph states: "Adjust Construction Program Schedule for seasonal weather conditions.” Please provide the number of allowable "weather days" as determined per FAR 52 236-4 Physical Data (Weather Data) needed to make scheduling determination? Please confirm if scheduled "weather days" will or will not be counted as contract completion calendar days.

A: The contract duration will not extend because of weather delays. Scheduled weather days shall be included within the performance period of the contract.

33. Reference Division 01 – General Requirements, Section 01 55 20 Traffic Control, Part 3 – Execution, 3.01 –

Traffic Control, Item C: This Paragraph states: "Provide flaggers and guards as required to prevent accidents and damage or injury to passing traffic". Does the Government have preferred (or required) locations where flaggers are to be stationed during construction and public highway hauling operations"?

A: It is the offeror’s responsibility to determine locations for flaggers and include that in their submitted traffic control plan for Government review and approval. Requirements are provided in Part 6 of the

Manual on Uniform Traffic Control Devices.

34. Reference Division 01 – General Requirements, Section 01 56 32 Temporary Safety Fence, Part 3 – Execution, Item A: This Paragraph states: "Erect fences around work areas at locations approved by COR". Are all work areas to be fenced with Temporary Safety Fence including "dike raise work areas"? If so, this will require a significant amount of safety fencing. If not, please identify the locations where Temporary Safety Fence will be required?

A: Locations are areas that are hazardous; however, he entire work site will not be required to be fenced. In accordance with Reclamation Safety and Health Standards, Section 22, any excavation work, left open overnight, that is potentially hazardous shall have safety fence erected around it.

35. Reference Division 01 – General Requirements, Section 01 57 90 Preservation of Historical and Archeological

Data: Is a full time Archeological Monitor required to beonsite during all clearing & grubbing, stripping, excavation, borrow excavation and trench excavation work operations? Or…is this person only to be available and then called out on site to investigate only if/when any Historical and/or Archeological Data is discovered?

A: The Archeological Monitor needs to be onsite. Specifications Section 31 11 00 Clearing and Grubbing, Paragraph 3.01.B.1., requires the Archeological Monitor to observe clearing and grubbing from Borrow

Areas, Contractor Use Ares, new Embankment Section of East Dike BCD, and temporary roadways.

Specifications Section 31 23 30 - Excavation for Trench Drain will be revised in a subsequent amendment to include a requirement for the archeologist observe the trench excavation.

36. Reference Division 31 - Earthwork, Section 31 11 00 Clearing And Grubbing: Is a full-time Biological Monitor required on-site during clearing, grubbing and work operations?

A: Biological Monitor requirements during the nesting season are identified in Specifications Section 31 11

00, Paragraph 3.01.A. There are no biological monitoring requirements outside of the nesting season.

37. Reference Division 31 - Earthwork, Section 31 09 20 Piezometers, 3.05 – Government Contract Quality

Has it been confirmed that the that the existing ten piezometers to be extended are "not obstructed" and are currently plumb and accepting of the "water level indicator cable and sensor". If so, please provide that confirmation data. Please provide the specification or equipment data sheet for the "water level indicator cable and sensor" currently being used by the Government for monitoring water levels in the Altus Dam piezometer system. Will replacement monitoring equipment "water level indicator cable and sensors" be required?

A: The existing piezometers are not obstructed and function properly. No replacement monitoring equipment is necessary.

A: The contractor will not be required to repave the access road. The contractor will be required to repair and maintain the road in accordance with Specifications Section 01 55 00 Part 3.08 and 3.09.
