About this file

This document is a Questions and Answers memorandum from the Florida Department of Transportation (FDOT) for Proposal ID DOT-RFP-26-3001-CS, which seeks Districtwide Environmental Response Services for Hazardous Materials Maintenance. The proposal is due on August 20, 2025, by 1:30 PM, with a potential contract length of eight years (5-year initial term with a 3-year renewal option). Currently, NorthStar Contracting Group, Inc. is the only registered respondent. The proposal includes specific requirements such as a 20-page Proposers Management Plan (with resumes not counting toward the page limit) and will evaluate pricing through a sample project methodology.

The pricing terms indicate that all anticipated costs, including per diem, hotel, and expendables, must be included in the proposed rates and will not be reimbursed separately. The bid sheets (Exhibit C) require pricing for all items, including those without item numbers, and an addendum will be issued to clarify discrepancies in the definitions of certain notation. The Standard Written Agreement stipulates that any renewal must maintain the same terms and conditions, with the pricing proposed being effective for both the original contract and subsequent renewal periods. The department will utilize a sample project to evaluate and compare proposed pricing among bidders.

Date: 8/7/2025 To: All Proposers RE: Questions and Answers 1 Proposal ID: DOT-RFP-26-3001-CS Description: Districtwide Environmental Response Services (Maintenance) Hazardous Materials

1. There are 2 due dates for this proposal. Pg 2 is listed as September 10, 2025 and Pg 24 -Introduction Section 2, Timeline is listed as August 20, 2025. Which due date is correct?

Response: Proposals are due August 20, 2025, by 1:30 PM, an addendum will be posted.

2. Will FDOT D3 provide a list of proposal registrants to date?

Response: The respondents to date are:

o NorthStar Contracting Group, Inc.

3. Section 22, 22.2, Proposers Management Plan. This section is limited to 20 pages, but also includes key team member resumes. Do the resumes count toward the 20 page limits?

Response: No, resumes will not count toward the 20-page limit.

4. Section 30.4, Criteria For Evaluation, Item B. The Price Proposal will be evaluated through a comparison of price quotations submitted. Will this be conducted through a comparison of total cumulative price, comparison using scenarios, or some other method?

Response: Per page 8 of the bid sheet, a sample project will be utilized to evaluate the proposed pricing.

5. Section 33, Renewal. “Any renewal shall specify the renewal price, as set forth in the solicitation response except that an agency may negotiate lower pricing.” The potential contract length appears to be eight years (5-year contract with a 3-year renewal). In order to receive best value in pricing for the initial 5-year term of the contract, will the Department consider negotiating an escalation percentage increase for the renewal period?

Response: Per the Standard Written Agreement, B. RENEWALS, “Any renewal or extension must be in writing and subject to the same terms and conditions set forth in this Agreement and any written amendments signed by the parties.” Therefore, the pricing proposed would be effective for the original contract and any renewal periods.

6. Exhibit C states “Items not included in the schedules above will not be reimbursed.” How will items like per diem, hotel, and typical expendables (ice, water) be handled?

Response: The rates proposed should include all anticipated costs for each item. Expenses will not be reimbursed separately.

7. There are a number of items listed in Exhibit C that don’t have item numbers, should we provide pricing for these items?

Response: Yes. Please provide pricing for all items on the bid sheets.

8. The bid sheets, Exhibit C, presents two different definitions for the * notes (see

Page 7 and Page 8). Please clarify which definition is correct and/or what items the two different definitions may apply to.

Response: The bid sheets will be replaced by addendum to address this question.
