Questions for BASS RFQ 70Z0G322QB334118
SECTION: 9) Authoritative Database Support, item b.:
Q5 - Is a store and forward, transaction manager, or gateway capability with additional dedicated laptop/asset considered acceptable to meet this requirement for the handheld collection devices or does the USCG already have an available capability?
A5 – The Government will not predetermine whether store and forward, transaction manager, or gateway capability with additional dedicated laptop/asset are acceptable without reviewing the Offeror’s approach to support automation specific to their device.
The USCG does not currently have an available automated capability for submission and receiving biometric enrollments.
Q6 - If the handheld device requires a dedicated COTS asset to complete this activity, how should that be bundled, by device or by anticipated fielded location? Should it be included in the pricing now or considered an add-on later?
A6 – If the handheld device has parts/pieces that attach to meet the requirements they must be included in the overall price of each device and cannot be priced as optional or add-ons. See the pricing instructions for specific guidance on how to include this pricing.
Q7 - Will it be acceptable to submit pre-production prototypes for the 6 units being evaluated? If so, what date would you need them by?
A7 – The USCG requires COTS/commercially available devices. A pre-production prototype would not meet this requirement, as it is not commercially available in the market.
Q8 - On pages 3-4, under 1 Technical Request, we must "b. Provide a copy of the contractor required completed clauses in Attachment 3." I did not see an attachment 3 on sam.gov. Can you provide one?
A8 –The Contract Clauses document the Offeror is required to complete was mislabeled in the RFQ Solicitation Instructions. The RFQ Solicitation Instructions has been updated and includes the Contract Clauses for completion in Attachment 2.
Q9 - Can you please approve a 1 week extension to allow us time to review attachment 3 and provide a more comprehensive proposal/solution?
A9 – The due date and time is extended to 9AM EDT, 12 September 2022.
