About this file

This solicitation requests quotations for next generation biometrics devices to be used by the United States Coast Guard. The Coast Guard requires a mobile biometric collection system to identify individuals interdicted at sea and assist in determining appropriate courses of action. The solicitation seeks an all-in-one device capable of fingerprint, iris, facial image capture and storage, along with biographical data collection and local matching. Minimum device requirements, data standards, and technical capabilities are outlined.

Offerors must submit pricing for an initial quantity of six devices, with a potential option for 134 additional devices subject to testing. Quotes are due by September 8, 2022 with delivery required within 20 days for the first six devices. Award will be made to the responsible offeror presenting the best value based on an acceptable technical proposal meeting all requirements, relevant prior experience, and fair and reasonable pricing for the four cost line items.

RFQ# 70Z0G322QB334118

P a g e 1 | 3

The Department of Homeland Security (DHS), U.S. Coast Guard C5ISC Operations Systems Center located at 408 Coast Guard Drive, Kearneysville, WV, has a requirement for the Next Generation Biometrics at Sea System (NGB) hardware devices. NGB is the primary biometric collections system for the Coast Guard’s Alien Migrant Interdiction Operations (AMIO) and Enforcement of Laws and Treaties (ELT) providing mobile biometrics collection and analysis capability to operators in the maritime environment and remote areas where the Department of Homeland Security (DHS) operates. NGB aids in identifying individuals interdicted at sea and provides decision makers with information to assist in the determination of courses of action in USCG law enforcement interdictions; (e.g. repatriate, arrest, refer for prosecution, etc.), by providing additional identifying information of interdicted persons not available without NGB collection and analysis.

It is preferred that the device solution proposed for this requirement to be an all-in-one solution easily usable by Coasties making contact with individuals while boarding vessels or in other law enforcement or detainment situations. If attachments or modules are required to make the proposed solution function that must be included and itemized in the offer as part of the offer, not as an optional addition. The minimum requirements for the NGB devices are as follows:

1) Fingerprint scans

a. Must be FAP-50 certified (or higher) according to FBI EBTS 10 (minimum)

Appendix F and be able to collect and transmit FBI Appendix F compliant fingerprints
