About this file
This Questions and Answers document pertains to the Roberto Clemente State Park Southern Stair Repairs project administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). The project scope encompasses repair work on pedestrian staircases at the park's southern end in the Bronx, including crack repairs (100 linear feet), nosing repairs (50 linear feet), sealant replacement (300 linear feet), and expansion joint replacement (100 linear feet). Vendor questions were due August 25, 2026, with bids due September 8, 2026 at 3:00 PM ET. The document clarifies specifications and quantities referenced in the bid form and technical drawings, confirms that work will be performed between 8:00 AM and 4:00 PM, and addresses vertical wall joint sealing requirements per drawing details 3/G-002 and 2/G-003. Bidders are required to attend mandatory site visits scheduled Monday through Friday between 9:00 AM and 3:00 PM by contacting the OPRHP representatives.
The Q&A responses address critical operational and logistical matters for contractor execution. Water access requires approximately 150 feet of hose from the lower stairs, while electrical power is available in the storage area beneath the stairs. Contractors may stage materials and equipment in locked storage areas under the stairs or within the pools area in locked boxes, with permission to store items overnight; however, OPRHP assumes no responsibility for securing, damage, or loss of contractor property. Construction debris may be removed via the esplanade to the lower staircase. The document specifies that final repair locations and actual quantities will be determined in the field with the Director's Representative, with closure of specific staircase sections permitted during active repair work and curing periods. Containment and disposal procedures for concrete cutting water and slurry are to be determined during field coordination with the Director's Representative. No replacement of deteriorated existing reinforcing steel is anticipated under this scope of work.

Roberto Clemente State Park Southern Stair Repairs in the New York City Region
I would just like to kindly confirm the quantities for Items 7, 8, and 9 on Page 5 of the Bid Form. The scope references 50 LF for nosing repair, 300 LF for sealant replacement, and 100 LF for expansion joint replacement. Could you please confirm that these are the quantities we should use when completing the Bid Form?
2.Vertical wall joints
During the site visit I saw several open vertical joints in the concrete walls next to the stairs. One of the joints is open through the wall and has vegetation growing inside it.
Are these vertical wall joints included in the sealant or expansion joint work?
If they are included, can you please confirm which wall joints are part of the job?
Yes, vertical wall joints are to be included in the work. Joints to be thoroughly cleaned and sealed according to details 3/G-002 and 2/G-003 in the revised drawings included in the addendum.
3.Existing concrete patches and previous repairs
There are a lot of areas on the stairs that were previously patched or repaired, especially around the nosings, and some of those repairs are now failing.
If an existing concrete patch or previous repair falls within an area that needs to be repaired again, should the old repair be removed and replaced as part of this project?
If yes, which bid item should the removal and new repair be counted under?
Stairs to be repaired according to areas and estimated quantities outlined in the drawings and RFQ. Final locations to be determined in field with Director’s Representative.
4.Existing reinforcing steel
Detail 03/G-003 shows new wire mesh reinforcement and new 3/8-inch threaded metal rods as part of the nosing repair. It also shows the existing exposed steel being prepared and coated with Sika Armatec 110 EpoCem or approved equal.
If we open an area and find that the existing reinforcing steel is badly rusted, broken, or has significant section loss, should that damaged steel be replaced or supplemented with additional reinforcing steel?
If additional steel work is required beyond what is shown in Detail 03/G-003, how should that work be measured and paid for?
No replacement of deteriorated steel is anticipated with this RFQ work.
5.Final repair areas and quantities
Drawing G-001 says the quantities are to be confirmed in the field with the Owner's Representative.
Will Parks mark the final areas that need repair, or should the contractor identify the repair areas and have Parks approve them before starting?
Also, if the actual quantities are greater than the estimated quantities in the bid, how will the additional quantity be approved and paid?
Final locations to be determined in field with Director’s Representative.
6.Closing the stairs during the repairs
Can one staircase, one flight, or one section of the stairs be completely closed while repairs are being performed and while the repair materials are curing?
Please also confirm the normal work hours and whether any part of the stairs has to be reopened at the end of each workday.
Certain sections can be closed off as repair work is being done or the concrete is curing. Closed locations to be determined in field with Director’s Representative. Normal working hours are between 8am - 4pm.
7.Water, power, staging, and cleanup
Will water and electrical power be available for the contractor to use during the work?
The closest water is next to the lower stairs by the esplanade so vendors will need about 150 feet of hose to reach the upper level of the stairs. There is power inside the storage area under the stairs.
9 Where materials and equipment can be staged
Vendors could lock items under the stairs in the storage area and also within the pools area in locked boxes. NYS parks is not responsible for securing, damage, or missing items
10 Whether materials or equipment can stay on site overnight
Yes, Vendors could lock items under the stairs in the storage area and also within the pools area in locked boxes and NYS parks is not responsible for securing, damage, or missing items
11 Where construction debris should be removed from the site
Vendors should be able to drive down the esplanade to the lower set of stairs to load up any debris for removal.
12 How concrete cutting water and slurry should be contained and disposed of
Containment and disposal of concrete cutting water and slurry to be determined in field with Director’s Representative.
