About this file
This is a Questions and Answers document related to Bid Solicitation B-53671 issued by DHS Chester Mental Health for the position of Medical Director. The document clarifies contractual requirements and responsibilities between the contracting state agency and potential vendors, including staffing companies and individual contractors.
The document addresses four key areas of responsibility clarification: malpractice insurance coverage, transportation and lodging expenses, invoice submission procedures, and personnel training and competency validation. The solicitation permits flexible arrangements whereby either individual Medical Directors or staffing companies can assume responsibility for malpractice insurance, transportation, lodging, and invoice submission based on the service delivery model. Regarding personnel performance, Chester Mental Health retains responsibility for on-site training, day-to-day supervision, and performance management of the Medical Director, while the vendor is responsible for providing a credentialed and competent provider and must immediately reassign any individual who fails to meet contract performance standards. This structure allows for locum tenens staffing arrangements where vendors supply qualified providers without providing direct on-site oversight.
