About this file
This is a Questions and Answers amendment document issued by the Medical University of South Carolina (MUSC) for waste management services. The solicitation involves hauling municipal solid waste (MSW) from compactors to Charleston County's Bees Ferry landfill, as well as front-end waste collection services using various container sizes. Offers must be submitted by July 19, 2024, at 10:00 AM through the South Carolina procurement system. A non-mandatory virtual pre-bid conference was held on June 13, 2024, at 10:00 AM via MS Teams, with questions due by June 13, 2024, at 5:00 PM. Award notification is scheduled for August 7, 2024, and offerors must hold their offers open for a minimum of 30 calendar days after the opening date.
Current operational rates provided in the Q&A include a compactor monthly rental rate of $335.00 and haul rate of $250.00 per load. Front-end collection rates vary by container size: $55 per service for 8-yard cans, $43 for 4-yard cans, and $33 for 2-yard cans. MUSC is not charged tonnage fees for MSW transported to Bees Ferry but does pay a space allocation to Charleston County. Transfer stations are used only in exceptional circumstances when drivers cannot reach the landfill by the 4:00 PM closing time or due to routing errors. One electronic copy of the offer must be submitted through the South Carolina SCEIS system, and offerors must acknowledge receipt of any amendments by identifying the amendment number and date on the cover page.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Questions and Answers
QUESTION 1:) Is the MSW from the compactors being transported to Bees Ferry direct?
ANSWER 1:) Yes. All MSW from our compactors must be hauled to Charleston County’s Bees Ferry landfill. However, Charleston County charges MUSC a space allocation. Therefore, we are not charged a tonnage fee for MSW hauls to Bees Ferry.
QUESTION 2:) Are there any transfer stations being used for the MSW in the compactors?
ANSWER 2:)Transfer stations for MSW in the compactors is only used in instances where the driver can’t make the landfill by closing (4:00pm), or a substitute driver mistakenly hauls to Transfer Station instead of landfill.
QUESTION 3:) What are the current haul and rental rates on the compactors?
ANSWER 3:) Compactor monthly rental rate is: $335.00. Compactor haul rate is: $250.00.
QUESTION 4:) What are the current monthly front-end rates?
ANSWER 4:) Front end rates depend on the can size, number of cans, and weekly service frequency. 8-yard cans are $55 per empty. 4-yard cans are $43 per empty, and 2-yard cans are $33 per empty. These are the sizes we are currently using.
