About this file

The document is a questions and answers file for Request for Proposals (RFP) #25-PW-07 issued by the City of Holly Hill, Florida, seeking disaster recovery consulting services. The RFP targets a qualified consulting firm to provide comprehensive disaster cost recovery and grant project management services, including FEMA Project Worksheet preparation, disaster recovery project management, and cost accounting in compliance with federal, state, and local regulations. The procurement requires bidders to have a minimum of five years' experience in disaster fund recovery, with a non-mandatory pre-bid meeting held on November 12, 2024, and sealed bids due by November 26, 2024, at 10:00 am. The contract term is two years with potential for two one-year extensions at the City Manager's discretion.

The evaluation will utilize a 100-point system, with 50 points for professional qualifications, 25 points for experience with local governments, and 25 points for pricing. Bidders must submit one original and one electronic copy of their proposal, including detailed documentation such as corporate experience, customer listings, and required forms. Insurance requirements are comprehensive, covering workers' compensation, commercial general liability, automobile liability, and errors and omissions coverage. The City reserves the right to reject any or all bids and waive non-substantial irregularities. While no specific budget range is stated, the procurement indicates the city is seeking a permanent consultant to support disaster recovery project management and grant administration services, with flexibility in reference submissions and a focus on Florida-based clients.

Question: We are kindly requesting that the City waives all of the Bonding requirements as the Federal procurement regulations in 2 CFR §200.325 only recommends bonding requirements for construction or facility improvements contracts.

Response: This request is granted based and no bonding requirements will be observed for this project

Question: The instructions for Tab III of the proposal ask for vendors to provide a list of “all previous customers during the past three years” as well as contact information. Given that client staff may have changed since projects were completed and some vendors work on hundreds of projects annually, would the contact information provided on the reference form be sufficient to fulfill the contact information portion of this requirement? Alternatively, would the City allow vendors to narrow down the customer list to Florida-based clients?

Response: Vendors may narrow down the customer list to Florida-based clients as needed

Question: The “Proposal Evaluation Committee and Evaluation Factors” section of the RFP states that pricing will be worth 25 points during evaluation, however the formula provided under the Tab VII proposal instructions is based on a 30-point scale. Can the City please confirm how pricing will be evaluated and the weight that will be assigned to the pricing section of the proposal?

Response: The 30-point scale is an example. Pricing will be awarded 25% value of the evaluation process.

Question: Can the City please clarify how additional positions and rates will be evaluated?

Response: Additional positions/rates will be evaluated for like positions of other submissions whenever possible

Question: Considering the amount of time between the question response date of November 22nd and the final deadline of November 26th, would the City consider extending the final deadline to the end of the week or 5 business days after a response to questions has been posted to allow vendors time to incorporate the City’s answers into their proposals?

Response: The City is answering inquiries upon receipt as much as possible in order to have all relevant information available to prospective consultants in a timely manner. In order to have a permanent consultant onboard as soon as possible, no extension is granted at this time
