July STARS II Questions and Responses
This posting is intended for the organizations which have already offered in response to the solicitation that closed October 1, 2009, and which have neither been notified that they have been removed from the competition, nor notified of 8(a) ineligibility. While these questions and responses are being provided as a courtesy to offerors as they might be of general interest, it is GSA’s expectation that the responses to the questions are already evident in the solicitation record. Though there has been a break in utilization of www.fedbizopps.gov, using it to post this information was deemed applicable. A courtesy attempt to e-mail this document to offerors from s2@gsa.gov is also being made. To reach the contracting officer, please contact “s2@gsa.gov”.
Question Response Q1) While reviewing the Final Proposal Revision Excel 2007 Workbook file, I notice that the file includes price work sheet only for 4 years. C1FA1,C1FA2,C1FA3 and C1FA4. C1FA5 is missing.
Would government (calculate) apply the Offered Prices for year 5 (five) based on the escalation rate I provide, on Labor Category Esc Rate tab?
If yes then, do we ONLY need to fill in the revised prices for year 1 (C1FA1) and other years would be calculated using escalation rate?
R1) The solicitation clearly associates the “C" in C#FA# (e.g., C1FA1, C1FA4, etc.) with Constellation, and the "FA" with Functional Area. There is not a FA5. Some of the locations in the solicitation record where this is evident include, but are not limited to, section "II. BASIC CONTRACT SCOPE" as well as paragraph 15 in section "VIII. EVALUATION."
In addition, in the Excel workbook to be used for Final Proposal Revision (FPR) which is referred to in the question, it is clearly identified in the column headings on each of the Constellation/Functional Area pairing tab views - "Offeror's Now (revised if applicable) Price Year 1- REQUIRED" - that offerors are to provide prices for year 1.
The instructions on the "Labor Category Esc Rate" tab view of the FPR Excel workbook clearly state escalation rate(s) "[w]ill be applied (by GSA later) to year one (1) fully burdened ceiling prices to determine pricing for years two (2) through five (5)".
Q2) Can you confirm receipt of my FPR? R2) In this situation, if GSA provides confirmation for one offeror, it has an equal obligation to do so for all. Because there are so many FPR submissions expected, GSA can’t guarantee that it can complete this in a way it believes would be helpful. Therefore, offerors are expected to rely upon the delivery service(s) they select for delivery confirmation.

Question Response Q3) Attachment 3 of the Final RFP (Attachment_3_Labor_Category_Descriptions.pdf) lists CLINs 90-92 in the following order: CLIN 90 - Operations/Network LAN Administrator, CLIN 91 - Operations/Technical Support Analyst, and CLIN 92 – Operations/Technical Support Manager. However the governments Final Proposal Revision Format (Final Proposal Revision Format.xlsx) lists these same labor categories in a different order: Operations/Technical Support Manager, Operations/Network LAN Administrator, and Operations/Technical Support Analyst.
Can the government clarify whether the Median of Gov’t Estimate Prices for the subject labor categories are correct for the labor categories as listed (in the order show) in the Final Proposal Revision Format or that instead they apply to the subject labor categories in the order listed in Attachment 3?
R3) The price values furnished in the GSA provided Excel workbook (Final Proposal Revision Format.xlsx, a/k/a the FPR Excel workbook) are properly associated with the labor categories in the order shown. This confirmation wasn’t needed for the offeror to work with the information as provided.
Q4) I have read the Revised Price Values Rubric (RPVR) notice carefully, and all the others that came before it. It seems that the RPVR is for the companies that already submitted the final proposal revision (FPR) and now just need to change any of the prices mentioned in the RPVR.
Since we have not yet submitted the FPR and believe we still have time to do so, we do not need to submit the RPVR response separately (although we could do so), but we should consider the corrected prices? Am I understanding this correctly?
R4) Yes.
Q5) We will not be changing the prices, we would like to keep them as submitted previously.
I have found the answer in Q11:R11 in the email provided by GSA on Jun 24, 2011. The letter you are referring to [in R11], is there a special format or can we submit it in a free format? Also, does the letter need to be signed by the president of the company, who gives us the MBE/WBE status or CEO of the company or can it be any other person authorized to sign the documents in the company?
R5) As long as your organization's intent is clear, the format is up to your discretion. In addition, since it does not constitute a final proposal revision, this response may be e-mailed to “s2@gsa.gov” and/or mailed in to the address designated for final proposal revision.
