Amendment 04 8(a) STARS II Solicitation QTA609MCA0010
1. In the FAR FULL TEXT PROVISIONS AND CLAUSES section:
Delete the “X” from FAR 52.212-5(b)(5). STARS II is not a Total or Partial HUBZone Set- Aside. Instead, it is a competition limited to eligible 8(a) concerns per FAR 52.219-18.
2. In EVALUATION subsections A.6.6. and B.7.7.:
Replace the associated text with the words “Not Applicable”.
3. In EVALUATION section A.6., there are two subsections designated as “A.6.1.”:
Renumber/change the second A.6.1. to A.6.1.1.
4. In EVALUATION section B:
The numbering system jumps from subsection B.7.10. to B.11. The intermediate subsections between subsections B.7.10. and B.11. were omitted and do not apply.
5. Replace text associated with SCOPE subsection 1.2 with the following text:
1.2. The scope of the contract will be based on four Functional Areas (FAs), each grounded in one of four NAICS codes and their respective definitions. A prospective task order for IT services or an IT services-based solution should be vetted with the NAICS code from the complete NAICS system that, in the judgment of the customer agency, is most closely connected with/that best prospectively fits the IT services-based outcome. If the best-fit NAICS code is one of the four listed below, it is a STARS II candidate opportunity in the respective FA.
The Small Business GWAC Center can assist OCOs in making NAICS and FA selections.

6. Replace text associated with SCOPE subsection 1.4. with the following text:
1.4. If the work fits in a FA and a customer requires one of the designated credentials, it is a Constellation II opportunity in that FA; otherwise it is a Constellation I opportunity in that FA.
7. In the Past Performance Survey released by Amendment 01:
It is acceptable to substitute the word “client’s” and/or “customer’s” for the word “government’s” in the Exceptionally High (“EH”) and Significant (“S”) Past Performance Ratings & Rating Standards. It was not the intent to limit the past performance survey to only government work.
8. To Acknowledge Amendment 03 and Amendment 04:
Submit a copy of each amendment acknowledgement (one each for Amendments 03 and 04) in your electronic proposal in the folder alongside the completed SF1449. Acknowledged amendments do not count against the CAP page limitation.
9. Regarding FAR 52.234-2 & 52.234-4:
An approved/compliant EVMS is not required for basic contract award. EVMS capabilities may often be applicable for task orders and ordering contracting officers may establish approval or competitive EVMS requirements by implementing FAR 52.234-2 and FAR 52.234-4 in task order competitions.
10. In offeror completed pricing spreadsheets responding to EVALUATION sections A.7. and B.11.:
The Government reserves the right to only consider cell values in the fields of the pricing worksheets that offerors are expected to complete. This applies even if offerors include formulas in worksheet cells that the solicitation anticipates offerors will complete.
11. In EVALUATION subsections A.4.1. and B.4.1.:
Delete the second instance of the word “of” in each subsection.
12. . Replace text associated with EVALUATION subsection A.6.3.’s second bulleted item with the following text:
To be considered similar, each project must be valued above $100,000 and clearly demonstrate that each project primarily consists of work associated with the FA.
13. Replace text associated with EVALUATION subsection B.7.4.’s second bulleted item with the following text:
To be considered similar, each project must be valued above $100,000 and clearly demonstrate that each project primarily consists of work associated with the FA.
14. To address the title page provision of EVALUATION subsection 7.2.:
EVALUATION section 7. exclusively focuses the application of a title page to addressing Proprietary Data. Place such a title page in the CAP folder. A title page that obviously focuses on just the Proprietary Data legend identified in EVALUATION section 7. does not count against the CAP page limitation.
15. In EVALUATION subsection B.1.1.:
The first line of the associated text refers to Constellation I, but Constellation II was intended, so make that change.
16. In solicitation ATTACHMENT 3 – Labor Category Definitions:
Remove the CLIN numbering system. This does not change the CLIN numbering system on the Pricing Worksheets. This does not change the balance of the content in ATTACHMENT 3.
