Questions and Answers for the Transit Bus Solicitation QMAE-CY-170001-D

Question 1. In reference to the above listed solicitation, I wanted to inquire about how on-vehicle mobile video surveillance systems would be procured for those departments or agencies who want them. These systems are generally installed by the bus manufacturers before delivery to the client. Often there is an optional equipment section in bus RFPs for video systems on similar procurements. So my question would be:

“Will departments and agencies be able to purchase mobile video systems through the bus manufacturers/OEMs at the time of order, or will they have to retrofit them after purchase?” Could language to that effect be added to the solicitation?

Answer 1. The options listing on the contract has been deliberately kept concise, only containing specific equipment commonly ordered by GSA customers. We are aware there are hundreds of other options available from the transit bus manufacturers.

GSA's Autochoice program has a mechanism (Additional Requirements/AREQ) whereby customer agencies can order additional commercially available equipment/options from the manufacturers on individual orders.

Q2a. On the FY18 schedule of items where a qty/fleet is listed, is this the number to apply pricing too or is this the forecast for FY18?

Q2b. If it is not the forecast do you have the link to the historical data for these models and a projection if available?

A2. Here is what I have for the forecast - you should go by what I have in the chart in Section B.2 for estimated quantities for pricing estimates, as Attachments L & M were not properly updated:

B.2 CONTRACT LINE ITEMS & PRICING

Commercial pricing structures are desired to the fullest extent practicable. Offerors may propose on one or more special item numbers (SINs) solicited herein, but only on one model per SIN. Offerors must meet the standards specified for each item number offered and follow the proposal submission instructions noted in herein. Attachments L and M provide the Schedule of Item and Minimums and Options, in PDF and Excel formats, respectively.

The Offeror shall submit pricing on the Special Item Numbers for Transit Buses in accordance with the attached Purchase Description Specifications, as follows:

SPECIAL ITEM NUMBER (SIN) 377A:

Q3. Section L appears to contradict itself regarding the AUTOBID submission and hard copy requirements: Section 2. (Due Date of Proposals) states that " … the offeror's AUTOBID entry shall be printed and submitted with its hardcopy pricing proposal (Volume 3)." Section 3. (Proposal Preparation) states that all offers shall be submitted " … as one (1) original offer to the email addresses provided herein … Offerors must submit an electronic copy of their proposal making use of the most recent versions of Microsoft Office …". Section 3. Also states under article b) that "The Offeror is required to provide a properly signed original copy of the SF1449 and appropriate (?) package documents." Can you please clarify both the electronic and hard-copy submission requirements for this bid?

A3. My apologies for the wording, as we continue to update our proposal requirements in keeping with technological changes for proposal submissions. First off, all submissions of proposal elements will be through the email system only – no mailed in hard copies will be accepted. Hardcopy, as used in this sense, means that data input into the GSA AutoBid or AutoStardards systems will need to printed out as a .pdf document and submitted electronically with the other proposal elements through email.
