Solicitation QMAA-F6-150013-D Amendment 001– Continuation of Standard Form 30
1) PROVIDE QUESTIONS AND ANSWERS AS SUBMITTED IN RESPONSE TO THE RFP
Q1: If a vendor does not have officially published fuel economy figures for the 2016 model year by the time that AutoBid closes, should the vendor put “0” in the field?
A1: Yes, please put “0” in the fields for fuel economy figures if the figures are not officially published. GSA contracting staff will continue to verify this information as required, should your firm be selected for award.
Q2: If the model name for a vehicle needs to be changed, would this change be considered a model change to a
“comparable model” and have to be submitted per Section F.1 of the RFP?
A2: Changes such as these should be entered on the Technical Exceptions Worksheet which should be submitted with your offer. The Technical Exceptions Worksheet is used to identify any changes to the minimum standards information that is shown in AutoBid, or any exceptions to the Federal Standards document. Upon receipt of proposals, GSA Engineering will review all of the submitted changes/exceptions, indicate whether it is approved/denied, and the reviewed document will be provided back to the offeror. All approved changes to the minimum standards will be made by GSA staff after this review is completed. As long as the model name itself doesn’t change, it is not considered a comparable model. The trim level, manufacturer model code, and other data under an already-established model can be submitted via the Technical Exceptions Worksheet with proposal submission and is not subject to the July 8, 2015, due date for alternate comparable model submissions.
Q3: Is there a way that the GSA can clarify in the contract which clause applies to which items (i.e. telematics, manuals)?
A3: FAR Clause 52.227-14 Rights in Data – General (May 2014) applies to telematics, and any other equipment/feature which produces data, but does not apply to Parts and Service Manuals.
Q4: The current VETS-100A form shows an expiration of 09/30/2014; is this form sufficient to submit for solicitation QMAA-F6-150013-D?
A4: Yes; the date 09/30/2014 is listed because this 2014 was the last full year (through 09/30/2014) for which offerors will have data.
Q5: The following two questions were submitted in regards to clause 552.211-91 VEHICLE DECALS, STICKERS, AND DATA PLATES (JAN 2010), located in section D.9:
Q5a: Can the warranty decals referenced in paragraph D.9 be installed at the delivery dealership or during delivery to a consignee or must they be installed before shipment? Is there a specification for the decal?
Q5b: If warranty decal and the additional decal showing contract and delivery information are required, we plan to have these decals applied at the delivering dealership during their preparation for delivery. Can we plan on the decals being applied by the consignee as part of the vehicle prep as stated in C.6 A (4)
“The Government will receive and prep the vehicles in the same manner as a dealership?
A5 (a and b): Per the clause 552.211-91, the Government has indicated it is invoking the "unless otherwise specified" language from the clause, and the requirements will not be applicable to the items under solicitation
QMAA-F6-150013-D.
Q6: Are the vehicles for this solicitation considered bulk shipments and thus will RFID tags be required on all vehicles?
A6: GSA does not require a RFID on each vehicle with an ultimate delivery location of the DLA or DOD. GSA has to include the clause in our contracts as the prescription language in the General Services Administration
Manual (GSAM) states the following:
552.211-92 Radio Frequency Identification (RFID) Using Passive Tags.
As prescribed in 511.204(b)(11), insert the following clause:
RADIO FREQUENCY IDENTIFICATION (RFID) USING PASSIVE TAGS (JAN 2010)
Radio Frequency Identification shall be required on all non-bulk shipments to the Defense Logistics Agency
(DLA) or Department of Defense (DoD) destinations. Shipments shall be tagged in accordance with 48 CFR clause 252.211-7006. Shipments to GSA Distribution Centers with final destinations to DLA and DoD shall be in compliance to 48 CFR 252.211-7006. Copies may be obtained from http://www.access.gpo.gov/nara/cfr/cfr-table-search.html.
511.204 Solicitation provisions and contract clauses.
(b) Supply contracts that exceed the simplified acquisition threshold.
(11) The contracting officer shall include the clause 552.211-92, Radio Frequency Identification (RFID) using Passive Tags, in solicitations and contracts for supplies when deliveries may be made to military activities and the contract amount is expected to exceed the simplified acquisition threshold.
Per the original GSAM clause 552.211-92, shipments shall be tagged in accordance with 48 CFR (Defense
Federal Acquisition Regulation Supplement, or DFARS) clause 252.211-7006. The prescription language states:
252.211-7006 Passive Radio Frequency Identification.
As prescribed in 211.275-3, use the following clause:…
When you review the prescription language, 211.275-3 and 211.275-2 provided further guidance:
211.275-3 Contract clause.
Use the clause at 252.211-7006, Passive Radio Frequency Identification, in solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial items, that will require shipment of items meeting the criteria at 211.275-2, and complete paragraph (b)(1)(ii) of the clause as appropriate.
211.275-2 Policy.
(a) Except as provided in paragraph (b) of this subsection, radio frequency identification (RFID), in the form of a passive RFID tag, is required for cases and palletized unit loads packaging levels and any additional consolidation level(s) deemed necessary by the requiring activity for shipments of items that— http://acquisition.gov/gsam/current/html/Part511.html#wp1860880 tel:252.211-7006 tel:252.211-7006 http://www.access.gpo.gov/nara/cfr/cfr-table-search.html http://www.access.gpo.gov/nara/cfr/cfr-table-search.html http://acquisition.gov/gsam/current/html/Part552_Sub2A.html#wp1930326 tel:252.211-7006 http://www.acq.osd.mil/dpap/dars/dfars/html/current/211_2.htm#211.275-3 tel:252.211-7006

(vi) Subclass of Class VIII – Medical materials (excluding pharmaceuticals, biologicals, and reagents – suppliers should limit the mixing of excluded and non-excluded materials).
(vii) Class IX – Repair parts and components including kits, assemblies and subassemblies, reparable and consumable items required for maintenance support of all equipment, excluding medical-peculiar repair parts; and
(2) Will be shipped to one of the locations listed at http://www.acq.osd.mil/log/rfid or to—
(i) A location outside the contiguous United States when the shipment has been assigned
Transportation Priority 1; or
(ii) Any additional location(s) deemed necessary by the requiring activity.
(b) The following are excluded from the requirements of paragraph (a) of this subsection:
(1) Shipments of bulk commodities.
(2) Shipments to locations other than Defense Distribution Depots when the contract includes the clause at FAR 52.213-1, Fast Payment Procedures.
GSA must include the clause in the solicitation per the GSAM prescription language. However, the clause will not be applicable during the performance of any resultant contact as shipments are not by cases or palletized unit loads and further do not meet the requirements outlined in 211.275-2.
Q7: If after an order is placed, is there a specified timeframe where GSA or the customer can make a change to the order in regards to the vehicle specifications, or to request a delay in delivery?
A7: If after an order is placed, the customer or the vendor requires a change to the order, GSA will contact the end users (or the vendor) to see if the change is acceptable. For instance, if the customer decides to add an option after the order is placed, the vendor would be contacted to see if the option could be added. If so, changes to orders are completed via a modification. The vendor is responsible for reviewing current order status, and advising the Government if the requested change is possible. Any changes to orders will be accomplished via modification. Only the GSA contracting officer can request and issue changes under the contract. Customer agencies do not have the authority to request changes directly with awarded vendors.
Q8: If upon delivery, damage has occurred to the vehicle during shipping and it was faster to replace the vehicle with a new one, can the VIN be changed?
Q8: Yes; vendors are responsible for uploading the new VIN information into AutoVendor.
