About this file
This document is a Questions and Answers (Q&A) file for Solicitation 2025-0028 issued by the City of Durango, Colorado, seeking an Affordable Housing Planning and Capacity Consultant. The document contains 12 questions submitted by potential bidders between 06/16/2025 and 06/18/2025, with all answers referring to Addendum #1. Key questions address page limits for proposals (conflicting instructions between 20 and 30 pages), submission format, scope of work, project tasks, and budget allocation. The solicitation appears to seek consultant services for tasks including zoning code amendments, expedited review processes, funding strategies, and incentives for affordable housing development from July 24, 2025 to October 24, 2027.
The document reveals funding complexity, with the City having been awarded funds from the Department of Local Affairs (DOLA) that will terminate on October 31, 2027, upon which consultant contracting is contingent. Payments beyond December 31, 2025, will be subject to annual appropriations by the Durango City Council. Potential bidders are seeking clarity on the specific project budget, budget allocation between consultant tasks and potential staff hiring, and the exact scope of services. The Q&A document indicates that all detailed answers will be provided in Addendum #1, which is not included in this file, suggesting that potential bidders will need to reference that additional document for comprehensive information about the solicitation.
